Due to the continued growth of qualitative research methodology, the demand for large-scale quasi-experimental studies, and a renewed interest in mixed methodologies, there is concern regarding methods courses taught in schools or colleges of education in the United States. The purpose of this study was to increase understanding of current methods course requirements in doctoral programs and explore the balance among qualitative, quantitative, and mixed methods course requirements and dissertation policies and procedures. Second language learners arrive at every grade level with a variety of experiences and differing academic backgrounds. Responding to their learning needs means accommodating the entire range of students from monolingual English speakers to monolingual speakers of other languages, and a variety of bilingual profiles in between. This article discusses how schools adopt a "blue pathway" mindset for improving instruction for all learners. The blue pathway, which also leads to academic competence, represents best practice for second language learners--strategies and approaches that from the outset account for language proficiency and cultural diversity. With the sharp rise in students who are English language learners (ELL), research on identifying and serving the needs of gifted and talented (GT) ELL students offers fertile ground for best practice guidelines. The current study describes GT/ELL identification practices based on an in-depth case study of one diverse school district in the Midwest. School personnel, parents, and students participated in separate semistructured group interviews about their experiences regarding GT/ELL identification. Interviews were audiotaped, transcribed, and analyzed for thematic content. Additionally, district and state policy documents about GT and ELL identification practices were reviewed.
