Preparing For Life In A Digital Age: The Iea International Computer And Information Literacy Study International Report, Julian Fraillon, John Ainley, Wolfram Schulz, Tim Friedman, Eveline Gebhardt

Dr John Ainley

The International Computer and Information Literacy Study (ICILS) studied the extent to which young people have developed computer and information literacy (CIL) to support their capacity to participate in the digital age. ICILS is a response to the increasing use of information and communication technology (ICT) in modern society and the need for citizens to develop relevant skills in order to participate effectively in the digital age. It also addresses the necessity for policymakers and education systems to have a better understanding of the contexts and outcomes of CIL-related education programs in their countries. ICILS is the first crossnational study …

News Framing And Charter School Reform, Abe Feuerstein Nov 2014

News Framing And Charter School Reform, Abe Feuerstein

Abe Feuerstein

This paper reviews the historical development of charter schools and the ways in which charter schools are currently viewed by the American public. Using the tools of news framing analysis, the study also examines a sample of news reports from The Washington Post, The New York Times, and The Philadelphia Inquirer in order to identify dominant news frames. This process reveals two dominant frames -- Public Accountability, and Freedom, Choice, and Innovation – which are illustrated with excerpts from the news sample. The paper concludes by considering the implications of these frames for charter school reform and suggests several new …

Australian Teachers And The Learning Environment: An Analysis Of Teacher Response To Talis 2013: Final Report, Chris Freeman, Kate O'Malley, Frances Eveleigh

Chris Freeman

The OECD Teaching and Learning International Survey (TALIS) is the first international survey programme to focus on the learning environment and the working conditions of teachers in schools. The overarching aim of TALIS is to provide robust, policy relevant indicators and analysis on teachers and the learning environment for an international audience. It aims to provide an opportunity to examine best practice in education systems around the world, to allow countries to identify other education systems facing similar challenges to their own and to learn from other policy approaches. TALIS provides internationally comparable information in the areas of teacher demographic …

Confronting The Insider-Outsider Polemic In Conducting Research With Diasporic Communities: Towards A Community-Based Approach, Bruce Collet Nov 2014

Confronting The Insider-Outsider Polemic In Conducting Research With Diasporic Communities: Towards A Community-Based Approach, Bruce Collet

Bruce A Collet

Researchers focusing on diasporic contexts face the difficult task of wearing their “academic hats” while at the same time building meaningful relationships with immigrant communities. This is no more apparent (and important) than with “non-community” (i.e. outsider) researchers. Here diasporic communities, having already experienced the trauma of forced migration, must see the academic researcher as one they can trust and who is invested in their long-term well being. In this paper I address methodological and philosophical concerns related to the insider-outsider researcher distinction and to conducting research as an “outsider.” The principle aims of the paper are to critically examine …

“Escándalo Público”: La Destitución De Miguel Ángel Beltrán, Las Últimas Investigaciones De Michel Foucault Y La Autonomía Universitaria ("Public Scandal": The Dismissal Of Miguel Angel Beltrán, Michel Foucault's Final Lectures And The Principle Of Autonomous University), Andrés Henao Castro

Optimising The Wellbeing Of Children Through A National Whole-School Approach To Mental Health Promotion That Engages Families And Communities, Katherine Dix Oct 2014

Optimising The Wellbeing Of Children Through A National Whole-School Approach To Mental Health Promotion That Engages Families And Communities, Katherine Dix

Dr Katherine Dix

This presentation explores what it has taken to achieve student wellbeing in over 2000 KidsMatter Primary schools and pre-schools across Australia by engaging families and community from the outset. KidsMatter is Australia’s mental health promotion, prevention and early intervention initiative for children, and is principally delivered by Principals Australia Institute (PAI) with funding from the Department of Health and Beyondblue. A core feature of the KidsMatter framework is a whole-schools approach, which recognises that children’s wellbeing is best supported when families and schools work together and utilize broader community expertise and services. A mantra of KidsMatter is ‘Action within and …

Every Face Has A Place: Disability, Mental Health And Kidsmatter, Katherine Dix

Dr Katherine Dix

Consideration is given about why children with additional needs are at a greater risk of mental health difficulties, and how schools can promote mental health and wellbeing in children who have additional needs. The session also considers how the KidsMatter framework guides schools through a whole-school approach that promotes a positive school community, develops children’s social and emotional skills, strengthens parents and carer engagement, and assists children experiencing difficulties, particularly those with special needs. Key principles for supporting children with disabilities to participate and be included at school are discussed, along with key findings from the Ministerial Advisory Committee: Students …

A Whole New Engineer, David Goldberg, Mark Somerville

Mark Somerville

A Revolution Is Coming. It Isn’t What You Think. This book tells the improbable stories of Franklin W. Olin College of Engineering and the iFoundry incubator at the University of Illinois. That either one survived is story enough, but what they found out together changes the course of education transformation forever: How trust is key to unleashing young, courageous engineers. How engineers need to move from a narrow technical education to one that actively engages six minds. How emotion and culture–not content, curriculum & pedagogy–are the crucial elements of change. How all stakeholders can collaborate to disrupt the status quo.status …

Boundaries Of Trust And Confidence: Negotiating Evaluation And Research Constraints In The Context Of Kentucky's Systemic Reform, Lois Adams-Rodgers, Jane Lindle Oct 2014

Boundaries Of Trust And Confidence: Negotiating Evaluation And Research Constraints In The Context Of Kentucky's Systemic Reform, Lois Adams-Rodgers, Jane Lindle

Jane Clark Lindle

Kentucky's systemic reform initiative has been heralded as one of the more comprehensive and well-sustained reforms in recent history. To evaluate the course of this reform, the challenges associated with researching and evaluating a statewide systemic reform effort are detailed here. By using a description of the politics of evaluating systemic policy at the state level, the paper attempts to fill the gap between the investigation of how policy works and the investigation of how policy is evaluated. An embedded, single-case design was used to study the program over a 3-month period. Examination of the system suggests that the political …

How Does A Principal Use Kentucky's High Stakes Assessment To Monitor And Improve Student Learning?, Ora Cobb, Jane Lindle, James Rinehart Oct 2014

How Does A Principal Use Kentucky's High Stakes Assessment To Monitor And Improve Student Learning?, Ora Cobb, Jane Lindle, James Rinehart

Jane Clark Lindle

This paper explores Kentucky's Education Reform Act (KERA) for improving at-risk students' scores to see if the strategies in one middle school improved standardized and state-performance-based assessment results. The study encompasses two purposes: to use a forced-entry regression model to detect which independent variables were predictors of success for "at-risk" students on the Kentucky Instructional Results Information System (KIRIS), and to offer an analytic model for principals to use in examining the impact of specific school reform initiatives and selected intervention strategies. The paper offers a literature review that discusses Effective Schools research, explains the background for KERA and KIRIS, …

Accountability Policy At The Street Level In Kentucky: Teachers And Administrators Debate The Fairness Of Continuous Improvement Versus Relative Standing, Jane Lindle Oct 2014

Accountability Policy At The Street Level In Kentucky: Teachers And Administrators Debate The Fairness Of Continuous Improvement Versus Relative Standing, Jane Lindle

Jane Clark Lindle

While scholars of educational accountability policy will not be surprised at the power of local implementers in modifying accountability efforts, Kentucky's street-level debate splits two constituencies in defining a fair system. Advocates for the education of all children including the poor and minorities support the continuous improvement model, while elite advocates support recognition of relative standing of schools. This paper includes data from teachers and administrators in four schools identified as eligible for state assistance under Kentucky's testing and accountability system. Of particular interest are the perceptions of accountability held by teachers and administrators in one school that had received …

Are School Boards An Effective Means Of School Governance? A Micropolitical Perspective, Jane Lindle Oct 2014

Are School Boards An Effective Means Of School Governance? A Micropolitical Perspective, Jane Lindle

Jane Clark Lindle

Kentucky has witnessed many changes in educational administration. An assessment of those changes, with a focus on school boards, was done. School boards are not efficient bodies and this is not a problem. If efficiency was the top concern, then minimizing time and costs would be dominant and schools would suffer. School boards are not particularly elite or expert forums and but this is preferable since such boards are forums for public interest. Finally, school boards are regarded as democratic, but by no means are they apolitical. Boards are the middle ground between public and private interests; the focus on …

Take Creative Action With Data! Two Pilot Programs Lead The Way, Kenyae Reese, Jane Lindle, Hans Klar, Rob Knoeppel

Jane Clark Lindle

Assessments! Standards! Formative Feedback! Value-added! Such jargon creates swarms of "EduSpeak" related to school data. Common Core Standards (CCS) along with the recently adopted South Carolina Elementary and Secondary Education Act (ESEA) waivers add yet more jargon to the list. Do any of these terms lead to better teaching and learning?

Sin Boldly! Or, First-Year Experience ‘Big History’ In 21st Century Liberal Education, Mojgan Behmand

Mojgan Behmand

Big History is rapidly emerging as a new global discipline! whose adoption into diverse educational models is advocated by a rich array of voices, from those of educators and artists to industrialists" and spiritualists. Of those voices, some concern themselves primarily with higher education and, in turn, almost unanimously advocate for the inclusion of Big History into general education programs or core curricula. Unfortunately, the unanimity ends there. Bemoaning the politics and territoriality of higher education, many of these advocates feel forced to bow to institutional realities and the ever-continuous competition for turf and resources; and thus aspirations and hopes …

"These Rights Go Beyond Borders And Pieces Of Paper": Urban High School Teachers And Newcomer Immigrant Youth Engaging In Human Rights Education, Juliet Schiller

Juliet A Schiller

This qualitative study explored the ways that two ninth and tenth grade teachers and their newcomer immigrant students engaged in HRE using elements of critical pedagogy at an urban pubic high school. Research data included eight months of classroom observations and interviews with two teachers and nineteen of their students across four of their classrooms. In this study, the complexity of engaging in HRE with newcomer students was brought to light as two teachers enacted their vision of critical pedagogy, human rights content and learning goals, as well as English language instruction.

The findings in this study conveyed that engaging …

How Service-Learning In Spanish Speaks To The Crisis In The Humanities, Terri Carney Sep 2014

How Service-Learning In Spanish Speaks To The Crisis In The Humanities, Terri Carney

Terri M. Carney

Service-learning is a transformational pedagogy with timely application to the teaching and learning of foreign languages. In our current climate of assessment outcomes, language study and the humanities more generally tend to be devalued and rendered invisible by utilitarian models of evaluation. Incorporating service-learning courses and experiences into the foreign language classroom provides real- world immersion for students in their local linguistic and cultural communities, satisfies teachers’ desires to connect teaching and research to local community issues, and allows departments to meet institutional and educational goals. Indeed, service-learning points us to new definitions of old concepts—such as the role of …

Interactive Whiteboards As A Tool For Teaching Students With Autism Spectrum Disorders, Irina Verenikina, Kathleen Tanner, Roselyn Dixon, Elleni De Graaf

I. Verenikina

This paper presents part of a research study on the affordances of digital technologies in the learning of students with Autism Spectrum Disorders (ASD) undertaken in the Faculty of Education, University of Wollongong. The study is framed around the understanding of modern digital technologies, and Interactive Whiteboards (IWBs) in particular, as cognitive tools for teaching and learning based on the theory of social and cultural mediation of children’s development and learning (Vygotsky, 1978; Engestrom, 2001). The view of the IWB as a teaching and learning tool is twofold: firstly, the IWB is analysed as a tool that can be used …

Computers And Play In Early Childhood: Affordances And Limitations, Irina Verenikina, Jan Herrington, Rob Peterson, Jessica Mantei

I. Verenikina

The widespread proliferation of computer games for children as young as six months of age, merits a re-examination of their manner of use and a review of their facility to provide opportunities for developmental play. This paper describes a research study conducted to explore the use of computer games by young children, specifically to investigate the affordances and limitations of such games and the features of children’s traditional play that can be supported and further enhanced by different kinds of computer play. Computer games were classified and selected according to game characteristics that support higher order thinking. Children aged 5 …
