This paper aims to provide a fresh perspective to the predominantly negative discourse on schooling quality in low-income countries by focusing on the research questions: how can one identify great schools, and what makes them special? Using a network-based perspective, I measure peer evaluations of quality in two districts in Nepal. Specifically, I ask principals to mention three schools they view as the “best” schools in their district, and then map the interconnections between schools as a result of this response. In addition to monitoring the quality of education in national systems, the PISA empirical results provide the necessary evidence base for making changes to both policies and practices in education. In this regards, this chapter presents evidence from two systematic reviews of the impact of large scale assessments including PISA on educational policy. Particular attention is given to the types of assessment programmes undertaken, their goals and uses, the stages of the policy process informed by assessments; and the facilitators of and barriers to the uses of assessment data in the educational policy-making process. Not much is known about the ways in which assessment data have actually been used in education policy to date. Understanding the role of assessments in informing system-level decision-making is a first step towards helping stakeholders improve the design and usefulness of assessments. Moreover, this understanding can help to further discussions about how assessment data can best be used to inform policy and practice and to evaluate the effectiveness of policy reforms. This chapter describes the procedures that were used to report the population estimates in the ICILS 2013 publications. It starts with a description of the replication methodology used to estimate sampling variance, followed by an outline of how the imputation variance of students’ computer and information literacy (CIL) was computed. The subsequent section outlines the procedures for conducting significance tests of differences between country and subsample means or percentages.

The OECD Programme for International Student Assessment (PISA) is an international comparative survey of 15-year-olds’ knowledge and skills in reading, mathematical and scientific literacy. PISA seeks to measure how well young adults have acquired the knowledge and skills that are required to function as successful members of society. As part of the PISA 2009 survey, students completed an assessment on reading literacy, mathematical literacy and scientific literacy, as well as an extensive background questionnaire. The United Nations Organization and its agency UNESCO, promoting cooperation among nations through education, science, and culture, led this development through ‘Education for All’ and the integration of organizational, international, comparative, and global approaches to education. The conduct of educational research worldwide has been greatly influenced by the International Association for the Evaluation of Educational Achievement through the monitoring of educational outcomes and the introduction of systemic and modeling approaches to research in education leading to evidence-based making of educational policy.

The ICILS assessment was developed over a 20-month period from April 2010 to December 2012. Most of this work was conducted by the international study center (ISC) at the Australian Council for Educational Research (ACER) in collaboration with national research coordinators (NRCs) and the project advisory committee (PAC). SoNET Systems conducted the software development for the test modules. This chapter provides a detailed description of the test development process and review procedures as well as the test design implemented for the ICILS field trial and main survey.

Researchers focusing on diasporic contexts face the difficult task of wearing their “academic hats” while at the same time building meaningful relationships with immigrant communities. This is no more apparent (and important) than with “non-community” (i.e. outsider) researchers. Here diasporic communities, having already experienced the trauma of forced migration, must see the academic researcher as one they can trust and who is invested in their long-term well being. This chapter describes theoretical and practical issues associated with the development and use of a rating scheme for the purpose of analysing mathematical problems—specifically, to assess the extent to which solving those problems calls for the activation of a particular set of mathematical competencies. This paper describes key aspects of the frameworks for the assessment of adult numeracy and mathematical literacy in PIAAC and PISA, which are OECD two flagship programs for international comparative assessment of competencies. The paper examines commonalities and differences in how the constructs of adult numeracy and mathematical literacy were assessed in PIAAC and PISA, and sketches selected challenges associated with interpretation of results from these surveys.
