The presence of challenging and violent behaviors that pose risks to the overall safety and the educational learning experience in the public education setting have been on the rise in recent years. Traditional reactive, coercive, and punitive measures to address these behaviors have been futile. Congress responded to the national increase in violent behaviors by implementing several acts, including zero tolerance policies, in an effort to diminish the rise in violent behaviors. English fluency is a strong predictor of later academic success in the U.S. (Espinosa, 2007) In fact, a child who enters kindergarten with weak English language skills is most at risk for academic failure and dropping out of school; while a child with strong home language (L1) skills is more likely to attain fluency in English (Espinosa, 2007). The purpose of this study was to understand the decision-making process used by IEP teams and case managers for students with significant intellectual disabilities who participate in alternate assessments based on aligned academic achievement standards (AA-AAS). Semi-structured in-depth interviews were conducted with case managers for students participating in the Virginia Alternate Assessment Program (VAAP) from school divisions in central Virginia. Traditional inductive data analysis techniques were used to analyze data collected from the in-depth interviews, the researcher’s reflexive field notes and observations, and a review of VAAP training and guidance documents provided by study participants. Individual differences in temperament can be a risk or a protective factor for a child, especially for children at-risk who possess single or multiple risk factors that may interfere with their educational success and affect their healthy development and their life-long outcomes. This research study examined the concurrent and longitudinal relationships between temperament, school adjustment, and academic achievement in children at-risk. Seventy-seven children, ages five to 11 years, were reassessed two years after an initial study. Their teachers completed the Temperament Assessment Battery for Children (TABC), the Behavior Assessment System for Children (BASC), and reported on the children's academic achievement. …
