The current status of transboundary water resources is to claim a more proactive posture by the sovereign states, mainly those having large reserves of fresh water shared. This new posture involves actions between the states as a key condition to the success of any enterprise that aims to protect the environment. It intends to prove that other actors - national and international - are already mobilizing themselves to consider water as a "common heritage of mankind" and, as such, water must be considered above the classical concepts of sovereignty and territory, excelling by the humanitarian interest that it arouses. This ethnographic study took place in a diverse eighth grade science classroom in an urban magnet school where students demonstrate significant variation in classroom achievement and participation. In this paper, we use an activity-theoretical framework to examine classroom events in order to identify and work toward reducing contradictions that can interfere with students developing positive school science identities. We discuss several contradictions for students in this classroom, including the conflicts between social and academic goals and the inconsistencies between science and math classes. In a globalized neo-colonial world, an insidious and often debilitating crisis of knowledge construction and legitimation does not only continue to undermine the local and indigenous knowledge systems, but it also perpetuates a neo-colonial and oppressive socio-cultural science educational system that debilitates the social and cultural identity of the indigenous African student. As Schissel and Wotherspoon (2003: vii) argue, "Educational relations are critical elements of our humanity and sociability." This paper explores the homogenizing effects of globalization and the oppressive forces of neo-colonialism that continue to work together to privilege "western-based scientific knowledge" at the expense of indigenous knowledge systems. …

The social climate of student organizations can alter a student’s perception of their influence upon the organization. This study examines Black student leaders’ perceptions of social climate of campus governing boards at a predominantly White institution (PWI). Black students’ experiences were investigated using Moos’s (1979, 1987) social climate dimensions. Implications and recommendations for student affairs professionals advising Black student leaders are detailed based on three salient themes: mission and direction, relationships, and mutual impact.

El presente reporte es parte de un trabajo mayor de investigación realizado en una universidad pública estatal mexicana y cuyo objetivo era caracterizar la cultura académica en diferentes campos profesionales. Se presentan aquí los resultados asociados a la trayectoria profesional y académica en el área disciplinaria del Derecho. La información pertinente se obtuvo mediante entrevistas semiestructuradas que bordaron diversos procesos informados por los entrevistados sobre su trayectoria laboral. De las entrevistas realizadas se infieren tres periodos para los abogados profesionales, cinco para los abogados profesionales-académicos y tres para los abogados académico-profesionales. After a period of unregulated growth from the 1960s to the late 1980s, public Mexican higher education came to be perceived as a "disaster zone" by the federal government. Starting at that point, several public policies seeking to improve its quality, social pertinence, efficiency and equity have implemented. While impacting positively Mexican higher education in many respects, such policies have had unintended negative effects and, it is contended, they are currently having diminishing gains. Targeting four institutions with structured science research programs for undergraduates, this study focuses on how underrepresented students experience science. Several key themes emerged from focus group discussions: learning to become research scientists, experiences with the culture of science, and views on racial and social stigma. Participants spoke of essential factors for becoming a scientist, but their experiences also raised complex issues about the role of race and social stigma in scientific training. Students experienced the collaborative and empowering culture of science, exhibited strong science identities and high self-efficacy, while developing directed career goals as a result of ‘‘doing science’’ in …

This article takes a governance perspective to examine the contemporary revitalization of Guaraní, a “repressed” language that is spoken by a majority of the population in Paraguay. A historical overview highlights the striking endurance of the language in spite of two centuries of official subjugation. The article traces the positive impact of political democratization since 1989 on the revitalization of Guaraní by examining four interrelated areas that are closely linked to the governance agenda: the education system, the media, the political system, and popular culture. El usar las lenguas para establecer autoridad no es algo nuevo (Fishman, 2006); sin embargo, la política y planeación de lenguaje (PPL) como disciplina de estudio es relativamente joven. La PPL promueve el estudio del uso del lenguaje a nivel político y social, así como sus implicaciones para la política en la práctica. Migración temporal: un factor importante para repensar las lenguas en contacto Canadá es reconocido por sus políticas de inmigración y establecimiento que incluyen clases de inglés o francés como segunda lengua para ayudar a los recien llegados en su proceso de adaptación e integración; reconociendo de esta manera que la competencia lingüística es crucial para la inclusión social de los inmigrantes. There has been a growing interest in the examination of the steady state of simultaneous bilinguals. An understanding of what leads to the possible weaknesses in the grammar of early bilinguals can contribute to our understanding of the possible causes of the apparent characteristic ‘failures’ in second language acquisition (Montrul 2008). Spanish has a gender feature for nouns (Carroll 1989) and gender agreement for determiners and adjectives. Mexican temporary migrants in Canada: a sociolinguistic approach Canada is well recognized because of its immigration policies and settlement programs that include ESL classes that help newcomers in its adaptation and integration process, recognizing in this way that linguistic competence is crucial for the social inclusion and engagement of migrants. However, migratory laws do not contemplate these kinds of help for temporary migrants that come from Mexico and the Caribbean through the Seasonal Agricultural Workers Program (SWAP). Los Académicos Mexicanos A Principios Del Siglo Xxi: Una Primera Exploración Sobre Quiénes Son Y Cómo Perciben Su Trabajo, Sus Instituciones Y Algunas Políticas Públicas, Jesús F. Galaz-Fontes

Con base a una encuesta nacional de 1973 académicos en su gran mayoría de tiempo completo, se proporciona información sobre su perfil demográfico y la manera en que perciben sus condiciones de trabajo, las actividades que realizan, el ambiente organizacional y sus opiniones respecto a políticas públicas como el Sistema Nacional de Investigadores y el Programa para el Mejoramiento del Profesorado. Los resultados encontrados se discuten a la luz de los procesos de cambio que se han venido dando en la educación superior mexicana durante las últimas tres décadas, y se reflexionan sobre algunas de las implicaciones de dichos resultados.
