Drawing on the recent progress of using big data in public policy and computational social science research, this commentary discusses how to approach big data and how big data can be used in education policy research. On May 3, 2016, House Bill (HB) 879—the Georgia Seal of Biliteracy—was signed into law by Governor Nathan Deal and went into effect on July 1, 2016. Outside of the language education sphere, many educators and policymakers may not fully understand the benefits of studying other languages. Yet, this policy hinges on the utility of simultaneously demonstrating proficiency in a foreign language and an advanced command of English, thus forming the foundation of biliteracy. Opting out of state standardized tests has recently become a movement—a series of grassroots, organized efforts to refuse to take high-stakes state standardized tests. In particular, the opt-out rates in the state of New York reached 20% in 2015 and 21% in 2016. This study aims to illustrate the social networks and examine the paradoxes that have propelled the opt-out movement in New York—the movement’s epicenter with the highest opt-out rate in the United States. Drawing on the conceptual frameworks of social movement theory, social network theory, and policy paradox, this study compiled the opt-out corpus by using the data …

Common Core State Standards On Twitter: Public Sentiment And Opinion Leaders, Yinying Wang, David J. Fikis

The purpose of this study is to examine the public opinion on the Common Core State Standards (CCSS) on Twitter. Using Twitter API, we collected the tweets containing the hashtags #CommonCore and #CCSS for 12 months from 2014 to 2015. A Common Core corpus was created by compiling all the collected 660,051 tweets. The results of sentiment analysis suggest Twitter users expressed overwhelmingly negative sentiment towards the CCSS in all 50 states. Five topic clusters were detected by cluster analysis of the hashtag co-occurrence network. We also found that most of the opinion leaders were those who expressed negative sentiment …

What barriers remain in the progress towards achieving Universal Primary Education (UPE), and how does the UPE agenda affect out-of-school children? Through a mixture of historical, quantitative and qualitative methods of analysis, this study examines these questions using the developing context of Sierra Leone as a case study.

Findings from over 100 interviews show that first of all, the most salient barrier that prevents children from participating in primary school is the fact that school is not free de facto in spite of the national abolishment of primary school fees in 2004. The State of Washington enacted a school district bond credit enhancement program in 1999. Oregon did the same in 1998. I use data from the National Center for Education Statistics for a representative sample of states in order to examine whether or not these programs increased the likelihood that school districts in Washington and Oregon issued bonds. I isolate the programs’ impact in Washington and Oregon through difference-in-differences analysis to control for other variation in the data in ten other representative states during the same time period. The results suggest that state-level school district bond guarantee programs increase the likelihood …

This study is a research-policy partnership. This study used workforce registry (n=55,768) and professional development attendance data to examine early educator characteristics and patterns of professional development participation in one state.

In the paper, we describe how these new workforce data can inform professional development. We present the concept of density in professional development participation, discuss its potential benefits, and highlight the utility of state-wide digital tracking of early educators’ patterns of professional development for informing policy. We suggest that professional development policy can impact professional development participation density, and can thus be used intentionally to promote investments that have …

This paper presents a vertical case study of the history of universalizing education in postcolonial Sierra Leone from the early 1950s to 1990 to highlight how there has never been a universal conception of universal education. In order to unite a nation behind a universal ideal of schooling, education needed to be adapted to different subpopulations, as the Bunumbu Project did for rural Sierra Leoneans in the 1970s to 1980s. While the idea of “localizing” education was sound, early program success was undermined by a lack of clarity behind terms like “rural” or “community.” This was exacerbated by a change …
