A critical issue facing central city Milwaukee residents is access to jobs -- jobs that are increasingly beyond the Milwaukee County bus lines. The spatial mismatch between available jobs and job seekers is most acute in low-income Milwaukee neighborhoods, where job seekers have outnumbered full-time openings by a gap of seven to one and only a third of unemployed job seekers have a valid driver's license. From 1998-2017 the University of Wisconsin-Milwaukee Employment and Training Institute conducted extensive employment research on the importance of a driver's license.

The purpose of this thesis was to perform an exploratory study to determine if the ScanDo! app intervention is an assistive technology that increases interaction for children with Autism Spectrum Disorder (ASD) in a museum setting. The ScanDo! app intervention presented a video demonstration that modeled the interaction for each learning station by scanning the QR code attached to the station. Using a naturally occurring baseline single-subject design with ABA and reversed ABA phases, two children with ASD and their parents visited the grocery store exhibit at a children’s museum. This thesis essay and accompanying exhibition examine the capacity of interactive art to stage situations for participants to explore embodiment. In presenting the four-part interactive suite "Body Language" by Nathaniel Stern, the exhibition invites viewers to engage with digital projections that track and respond to movement by producing animated text and spoken utterances. Through the juxtaposition of motion performed by the viewer’s physical body with computer-generated words and speech, "Body Language" explores the complex ways in which the body and language depend upon each other to create and communicate meaning. This is a qualitative study involving young women who aged out of out-of-home care (OHC). Narrative inquiry will be the research methodology. Research questions will be centered on the participants’ description of their family life, growing up in OHC, and life after aging out. The results of the study will better inform service providers working with youth in foster/group homes, schools, juvenile justice placements, and community programs, offering them more effective ways of assisting, supporting, and advocating for youth to ensure a more successful transition to independence after aging out.

This phenomenological study examined the lived leader development experience of Post 9/11 Army veterans while serving in the armed forces. At least $10-$15 billion is spent annually on leadership development in the United States and human resource executives claim developing leaders is their number one priority over the next five years. Simultaneously, companies actively hiring veterans claim the former service member's leadership abilities are their most desired quality. Inspection of the Army’s leader development program offers an opportunity for employers to integrate revised approaches in their own leadership development initiatives.

Eighty percent of Black women (BW) enrolled in colleges and universities attend majority white institutions (Hill, 2009). Though seemingly highly represented in higher education, research studies cite BW as having a graduate degree completion rate of less than 30% (Aston & Oseguera, 2004). A phenomenological study involving 15 graduate (master’s degree candidates) millennial Black women aspiring and/or acting leaders (MBWALs) was conducted to explore the types of peer relationships--A mutual relationship of similar hierarchical status--in terms of educational level or age group--where both parties perceive themselves as equals--(McDougall & Beattie, 1997) MBWALs experience. Middle school atlases are supplementary textbooks for social studies learning in South Korea. Although atlases are developed and designed to provide various useful resources for students’ social studies learning, especially geography, atlases have not been frequently used in actual social studies classrooms, and sometimes they are never used. This study reports the causes of low adoption rates of middle school atlases in Korean social studies classrooms through the analysis of survey responses from both teachers and students. This study also addresses ways of increasing the use of atlases in the classroom.

The University of Wisconsin-Milwaukee Employment and Training Institute examined the driver’s license status of Wisconsin youth aged eighteen as of January 1, 2016, using license records from the Wisconsin Department of Transportation Division of Motor Vehicles. Only 30% of Milwaukee eighteen-year-olds had a driver’s license (probationary or regular), compared to more than twice that rate (66%) for eighteen-year-olds statewide. Stark differences were seen in Wisconsin driver’s licensing rates by race/ethnicity, neighborhood levels of child poverty, and zipcodes with concentrations of “working poor” families. Disparate licensing rates give suburban and exurban youth in the Milwaukee metropolitan area a head start over …

The Milwaukee neighborhood indicators reports were developed by the University of Wisconsin-Milwaukee Employment and Training Institute with funding from the Greater Milwaukee Foundation and the City of Milwaukee to provide independent, timely and ongoing assessment tools to measure short-term and long-term progress toward improving economic and employment well-being of families in central city Milwaukee neighborhoods. Indicators tracked changes by neighborhood since 1993, prior to the beginning of state and federal welfare payment cuts, and demonstrate the advantages of using administrative and institutional databases to measure dimensions of urban life. The University of Wisconsin-Milwaukee Employment and Training Institute worked with the Wisconsin Department of Corrections and state Department of Public Instruction in the 1980s to improve educational programs at state correctional facilities incarcerating juveniles. In the 1990s ETI assisted the Milwaukee County Executive’s Youth Initiative to identify youth populations in need of intervention if future incarceration was to be prevented. From 2007 to 2016 ETI research and technical assistance focused on employment needs of Milwaukee County adult males who had been incarcerated in Wisconsin Department of Corrections (DOC) facilities.

The University of Wisconsin-Milwaukee Employment and Training Institute conducted research studies from 1994-2014 on access of African Americans and Latinos to equal employment opportunities for the City of Milwaukee, NAACP, Private Industry Council of Milwaukee County (MAWIB/Employ Milwaukee), Milwaukee Public Schools, Helen Bader Foundation, and Greater Milwaukee Foundation. The analysis focused on labor market issues for African Americans, Hispanics and other non-Caucasian populations as critical to addressing housing integration and economic concerns in local communities. The following qualitative study used semi-structured qualitative interviews to investigate the educational trajectories of five undocumented Latinos who were either in the process of transitioning into a college program or had recently enrolled in a college program. An initial interview was conducted with each of the participants followed by a follow-up interview about 3-months after the initial interview was conducted. A Participatory Action Research (PAR) approach was used to carry out this research study. Too often in Rhetoric and Composition, multimodal writing (an expansive practice of opening up the media and modes with which writers might work) is reduced to digital writing. “Reworking Digital Writing” argues that the opportunities and insights of digital writing should encourage us to turn our attention to all kinds of nondigital materials that have not traditionally been considered part of composing—including the materials that are already familiar to crafters and do-it-yourselfers (DIYers). Studies tend to examine the two modes to determine whether online courses are as effective as online courses by comparing student outcomes, such as student learning and satisfaction. Deficit discourse, the idea that minorities "lack" intellectually, runs through current ideas about diversity in higher education. Diversity is viewed as a policy that helps the deficient. Recent litigation about diversity, Fisher v. University of Texas (2013), embodied the alignment of deficit and diversity. Exposure and response prevention (ERP) paired with psychopharmacological interventions are considered first line treatments for pediatric obsessive compulsive disorder (OCD). Recent literature has emphasized the importance of investigating effectiveness and treatment outcomes for difficult-to-treat cases of pediatric OCD who do not respond to outpatient treatment. Effectiveness studies have found that adolescent patients treated in residential settings have demonstrated gains comparable to those patients included in published outpatient outcomes studies (Bjorgvinsson et al., 2008; Leonard et al., 2014). In order to better interpret a selected multiple regression model, researchers are often interested in whether a predictor is significantly more important than another or not. This study investigates the performance of the Normal-Theory based (asymptotic) confidence interval and bootstrap confidence intervals for predictors' dominance relationships using both normal and non-normal data. The results show that asymptotic confidence interval method is adequate to make inferences for comparing two general dominance measures when the distribution is multivariate normal or slightly non-normal and when the effect size is no less than 0.15 and the sample size is at least 100. Fairness is an important issue in educational testing in that different groups of examinees should have equal probabilities of answering an item correctly, provided they have the same capabilities. Therefore, differential item functioning (DIF) analyses were developed due to the possibility of bias in cognitive or achievement tests. The current dissertation examined the validity of a context-specific assessment tool, called Self-regulated learning (SRL) microanalysis, for measuring self-regulated learning (SRL) during mathematical problem solving. SRL microanalysis is a structured interview that entails assessing respondents' regulatory processes as they engage with a task of interest.

Participants for this dissertation consisted of 83 eighth grade students attending a large urban school district in Midwestern USA. Students were administered the SRL microanalytic interview while completing a set of mathematical word problems to provide a measure of their real-time thoughts and regulatory behaviors. The therapeutic relationship, a well-established common factor of treatment, has been suggested to provide significant impact on treatment outcome and may be a potential mechanism of change in psychotherapy. This investigation tested the relationship and the fit for a causal model between both verbal and nonverbal teacher immediacy behaviors in the classroom and affective learning, cognitive learning, and student success and retention. Data was collected from two distinct populations, a large Midwestern university and a Midwestern community college. Results indicate that both verbal and nonverbal teacher immediacy behaviors independently predict or cause a level of affective learning and cognitive learning, and affective learning predicts or causes cognitive learning, further supporting that path model.
