This paper explores how civic and citizenship education in the European context is being addressed through the new IEA International Civic and Citizenship Study (ICCS). It sets out the rationale for the inclusion of a European regional perspective as a new and innovative part of the study. It focuses in particular on the rationales for the purpose and content of the European Module. It describes the process of construction of the European Module instruments and outlines how the outcomes will be reported.

This report presents the results of sophisticated Rasch measurement analysis and multi-level modelling to validate and support the use of the ACER Social and Emotional Wellbeing (SEWB) student and teacher surveys for reporting on the social and emotional well-being of students from the early years of schooling through to senior secondary school levels. It describes the social and emotional well-being of over 10,000 students attending 81 schools across Australia. The new IEA International Civic and Citizenship Education Study (ICCS) will investigate the extent to which young people are prepared to undertake their roles as citizens across a range of countries. ICCS will survey 13-to-14-year old students in over 30 countries in the year 2009. The ICCS outcome data will be obtained from representative samples of students in their eighth year of schooling and context data from the students, their schools and teachers. In a democracy, citizens are expected to participate actively in the political process. Over the last three decades, the transition from full-time education to full-time work has been characterised as problematic for a significant proportion of young adults. It is often argued that a high proportion of young people continually move between unemployment, part-time work, low status full-time work and withdrawal from the labour force. Young people are viewed as ‘significant losers’ from changes in the labour force that have occurred over recent decades (Spierings, 1999).

This literature review was undertaken on behalf of the Australian School Library Association (ASLA). It was conducted over a four-week period in November–December 2002. In order to ascertain the present position with regard to library provision in Victorian secondary education, questionnaires were sent to 91 schools, 50 government and 41 private. Answers were received from 51. No replies were received from 37 schools, while 3 schools explained that circumstances prevented them at that time from complying with our request.
