Mckinney Vento Legislation: A Policy Analysis Of The Evolution Of Homeless Law In Illinois, Cathleen J. Weber

This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.

One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.

Another aspect provided in this analysis is the changes established in response to court cases filed when school districts violated the provisions of the McKinney-Vento Act. The reauthorizations that followed each finding …

The report, A Crucible Moment, published in 2012 by the National Task Force on Civic Learning and Democratic Engagement described a crisis in higher education surrounding the lack of civic learning and engagement opportunities for students. This crisis has led to decreased political participation and a general lack of knowledge in civics education (National Task Force on Civic Learning and Democratic Engagement, 2012). This study begins with a review of court cases that have helped shape public education in America. Following the review is an analysis of federal reform in education from 1965 to the present, paired with educational leadership literature to highlight a disparity in what federal mandates and state policies have in place for accountability measures. The study ends with a state analysis of Illinois and Iowa to find the strengths and weaknesses of state policy in the area of principal accountability.

The overwhelming majority of students receiving a publicly funded education in the United States attend a public school in a district overseen by a democratically elected school board. Despite the dominant market share of democratically elected school boards, academic scholarship is increasingly focused on alternative governance structures such as mayoral control, charter schools, and school vouchers. Much research on traditional school boards is in fact skeptical of the capacity for such boards to positively impact academic performance.
