Broadband Deployment To Rural America: The Foundation Of American Innovation In The Digital Age, Don E. Reeve
Broadband Deployment To Rural America: The Foundation Of American Innovation In The Digital Age, Don E. Reeve
Don E Reeve Jr.
This note is a focused discussion of the importance of rural broadband inclusion in the scheme of national broadband deployment through an examination of Presidential Candidate Senator Hillary Clinton’s proposed broadband policies. With the rise of the global digital marketplace, the significance of broadband deployment to underserved communities not only rest on the benefits that broadband service provides but also on the potential damage non-inclusion can cause to our nation’s economic and institutional stability. This truth is the catalyst behind the prominence of broadband, and in particular rural broadband inclusion, in the current presidential campaigns. Accordingly, this note examines the …

Is Democracy Promotion A Cure For Ending Terrorism?, Zachary R. Snyder
Is Democracy Promotion A Cure For Ending Terrorism?, Zachary R. Snyder
The Hoover Prize
The assumption that democracy is a force that impedes terrorism is a commonly held belief by the Bush administration. Current policies that shape the War on Terror attest to this assumption. A pivotal theme of the current War on Terror dictates that imposing democracy in former autocracies such as Afghanistan and Iraq will rid that state of terrorist activities. Mr. Bush, when defending U.S. military presence in the Arab world, said that the United States is “engaged in a generational challenge to instill democracy”. A fruitful democracy in Arab countries is assumed to spread American values in order to ultimately …

College Students And Voter Mobilization Campaigns : A Grounded Communication Theory For Increasing Political Efficacy And Involvement, Vanessa M. Robinson
University of the Pacific Theses and Dissertations
This study examined which channels, messages, and sources were most effective in increasing political involvement among college students. Political participation among college students has decreased in every election since eighteen year- olds were given the right to vote. Numerous campaigns targeted to increase political participation among college students have been implemented but there is no evidence that these campaigns have been effective.
This study developed a grounded theory for increasing political participation among college students l;!ased on several focus group interactions. Students were asked to report on which channels, messages and sources they currently received political information from and were …

Dual Enrollment Between High Schools And A Metropolitan University, Steve Bullock, Gregory A. Petrow, Daniel Patrick O'Dell
Political Science Faculty Publications
Concurrent/dual enrollment programs at postsecondary educational institutions have rapidly proliferated across the country during the last several years with wide variations in the structure and composition of such programs. Having recently completed a pilot phase of its first dual enrollment program, the University of Nebraska at Omaha (UNO) has enjoyed great success due to a relatively unique partnership formed between the university and Omaha area school districts.

Corruption And Policy Implementation In The Philippines: A Comparative Analysis Of The Teacher Training And Textbook Delivery Programmes, Vicente C. Reyes Jr
Dr. Vicente C Reyes Jr
Corruption is a perennial obstacle to the Philippines’ pursuit of development. The Department of Education (DepEd) is considered to be one of the most corrupt agencies in the Philippines. However, there are two DepEd programmes with different levels of effectiveness in controlling corruption. The Textbook Delivery Programme has been ineffective while the Programme on Basic Education has been successful. The article explains the different levels of implementing these programmes by using local perspectives via the ‘narratives of implementation actors’. Apart from providing insights on the challenges facing the evolving educational bureaucracy in the Philippines, this article also demonstrates the utility …
Direito À Informação Ou Deveres De Protecção Informativa Do Estado?,, Paulo Ferreira Da Cunha
Direito À Informação Ou Deveres De Protecção Informativa Do Estado?,, Paulo Ferreira Da Cunha

Do Constitucionalismo Brasileiro: Uma Introdução Histórica (1824-1988), Paulo Ferreira Da Cunha
Paulo Ferreira da Cunha
It is not usual to write a constitutional history from the view point of a foreigner. This is a essai of a glimpse of Brazilian constitutional history from the perspective of a Portuguese, descending from Bazilians, descending from Portuguese. In spite of those circunstances, of course the aim was always the possible objectivity in History and in Constitutional Law History.
