Cette recherche franco-quebecoise vise a valider ou a corriger des situations et des demarches isolees en enseignement de l'oral qui n'ont pu faire l'objet d'une experimentation suffisamment large. Nous poursuivons l'objectif general suivant: mieux connattre les representations de certains enseignants quebecois et francais concemant l'oral et sa place dans les apprentissages comme dans la socialisation au sein de la classe quand ils mettent en place des situations innovantes du prescolaire au secondaire. Nous expliquons les differences methodologiques entre les deux pays qui nous ont quand meme permis d'etablir des convergences ainsi que des divergences importantes entre les divers ordres d'enseignement. …

Serving as introduction to the collection of papers in this issue, this paper takes up seven themes to situate each paper in the debates that characterize the field of citizenship education and to attempt to understand the linkages between values, human rights and citizenship education in a transnational era. The themes explore planetary philosophical perspectives; understand values as practice and human rights as foundational to values; set geopolitical considerations of values in postcolonial perspectives and pedagogical perspectives in transnational contexts; characterize citizenship education as a contested field; and reflect upon the relevance of transnationalism to the values debate. Various bilingual education models can either empower or disable minority students according to their goals, structures and human relations (Akkari, 1998). This article presents the findings of a case study on a bilingual program that exists in Western Canada. It examines the structure and contents of the program, and then, based on interviews with a group of Grade 6 bilingual students, discusses their self perceptions of their citizenship, ethnic identity and multicultural thinking.

One important reason for the inadequacy of current citizenship education is that children – defined here as all young persons under age 18 - are rarely seen and treated as citizens in their own right. To the extent that children are educated about citizenship, they typically learn about their rights and responsibilities as future adult citizens. They rarely learn that they are citizens of the present and they are rarely treated as such. Dealing with citizenship education as a part of formal education, I argue that the international human rights culture and human rights education can serve as a fundamental reference for contemporary citizenship education and that conflict pedagogy is an adequate teaching strategy. I try to draw a picture of how such education can be perceived from a pedagogical and didactical point of view, making a set of recommendations to actualize this perspective on values and citizenship education.

Around the world there is concern about the disengagement of citizens from participation in civic life. Emerging from that concern have been calls for new initiatives in civic education and many jurisdictions have developed and implemented new programs in the area. Much of this work has gone forward with little or no research on the prior conceptions of participation that exist among citizens. Seen positively, transnationalism enriches the cultural, linguistic and religious diversity of many countries and enhances the exchange of goods and services in the increasingly globalized economy. Seen negatively, transnationalism creates disunity in terms of introducing new ethnic, linguistic and religious traditions in developed countries, and poses risks to security and national well being. This paper examines citizenship conceptions, policies and practices directed towards transnational migrants within the European Union, the United States, and Canada.
