From a national development perspective,the Haitian educational system presents an alarming picture. It is one in which too much is expected of too little, and in which results are sacrificed to bureacratic convenience. The facts are simple and irrefutable. Only a massive investment in human capital formation will bring economic and social progress in Haiti. Yet economic growth and industrial expansion rely on education as a key factor for human capital formation.
