The Impact Of The State Constitutional Convention Of 1917 On State Aid To Higher Education In Massachusetts, John P. Whittaker

The Massachusetts State Constitutional Convention of 1917 marked a turning point in the development of higher education in the state. An amendment adopted at the convention put an end to a long tradition of direct state appropriations to support the development of private colleges and to proposals for cooperative efforts between various state agencies and private institutions. After that time, only state institutions would receive state support. This decision resulted from an attempt to resolve an intense debate over the use of public funding for sectarian and other private institutions, which reflected the intense religious and class conflict inherent in …

Providing Access To Power: The Role Of Higher Education In Empowering Women Students, Margaret A. Mckenna

Access to education opens the doors to future economic power — but are opportunities for women limited by the very way that institutions of higher education think about women students? Women comprise the majority of college students today, but the institutions they attend may not be serving their educational needs. This article explains that women's needs are different from those of men and illustrates how educators can respond to that difference, offering a "feminist environment" in which female students can meet their own educational goals.

One of the key factors determining the economic status and success of women is their level of education. Women have been turning to education in ever increasing numbers, and they now comprise the majority of students in our institutions of higher education. Yet women hold only 10 percent of the most senior positions — college and university presidencies. The primary purpose of this study was to determine if a relationship existed between the financial health of academic institutions and the leadership style of college and university presidents. Financial health was defined as the ability of an institution to pay its current debts. Secondly, the study tested a number of hypotheses derived from the contingency model of leadership effectiveness. Lastly, the study attempted to determine if there was an association between two lists of institutions considered to be led by effective presidents. In 1964, 300,000 blacks were enrolled in the nation’s higher education system, most of them attending black colleges and universities in the South; 4,700,000 whites attended colleges during the same year. With passage of the 1964 Civil Rights Law, the federal government acknowledged an inequity in blacks’ opportunity to attend college and gave promise of becoming a major source of pressure for desegregating higher education. But the potential of Title VI, the promise of government intervention to accomplish greater equity, has never been fulfilled.

The purpose of this paper was to explore the influence individual and organizational factors exerted on technological innovations, programmatic innovations and combined technological and programmatic innovations. Student affairs divisions in Comprehensive I colleges and universities constituted the administrative unit examined. The two types of program innovations examined were substance abuse prevention/education programs and retention/academic support programs. The technological innovations examined were financial aid computerized award calculation and computerized career counseling. The individual factors examined were professionalism, gender and age of the chief student affairs officer. Political scientists have not devoted much attention to the politics of higher education. Their reluctance is hard to explain since the material for study is close at hand and the subject offers ample research opportunities. The search for a chancellor conducted by the Massachusetts Board of Regents in 1986 aroused considerable public attention and controversy. This case study examines that controversy along with the tensions that arise when academic and political forces collide. Few searches in academia are perfect and none is a morality play. Public and private institutions of higher learning coexist throughout the United States in a pattern of diversity that is unknown in any other postindustrial society — and Massachusetts is a prime example of U.S. pluralism in education. The purpose of this study was to determine whether regular education teachers, when given an intensive training program in all aspects of special education, will be more at ease when teaching handicapped students and in turn have im proved attitudes when working with these students. The data for the study were collected in 1984 and 1985 using a researcher-designed instrument entitled Special Education Attitude Survey (SEAS). The proliferation of university educational demand in Nigeria occurred as a result of the oil boom and the subsequent creation of nineteen states. In 1974, Ibadan and Lagos Universities were the only federal universities; in 1976 seven more universities were created. The sudden increase, from two in 1974 to thirteen federal universities in 1976, necessitated the adoption of the formula funding model, which was perceived as being capable of allocating resources to all similar academic programs in the institutions. The problem of this study was to determine the difference between industrial practices and perceptions of management toward training and education programs in selected manufacturing industries. The survey was conducted within a 50-mile radius of a regional university to determine how academic institutions could better assist industries with training and education programs.
