Many reports have been published about the complex topic of segregation in the Greater St. Louis area. However, the effect of years of systemic segregation on education has not been adequately discussed in a modern context. This report studies the root causes of the Delmar Divide in an attempt to understand the impact it produced in the educational community. St. Louis is a classically divided city and the public-school system has suffered as a result of educational inequities. Questions remain about inquiry instruction, while research confirms that using primary sources can aidstudents’ inquiry learning processes. This study questioned: “How do second-grade teachers at anInternational Baccalaureate Organization/IBO language immersion setting incorporate inquiry methods ininstructional practices?”; “How does training in the use of primary sources, artifacts, and museum visitsshape second-grade teachers’ instructional practice?” A Library of Congress Teaching with PrimarySources grant supported this university-school social studies partnership, which accessed artifacts,primary sources, and a national archives and museum. This study explored the cumulative effect of three years of exposure to teaching strategies being promoted in a local school district's systemic reform on elementary students' attitudes towards school science, awareness of science careers, and science achievement. The reform effort, referred to as the "Science: Parents, Activities, and Literature" (Science PALs) program focused on incorporating children's literature and parent partners using an interactive-constructivist epistemology as its base. Individual teachers were rated by the school district's science coordinator on their use of specific Science PALs strategies. This paper presents the results of the Science Parent, Activities, and Literature (Science PALs) project. This project aims to promote parent involvement in children's hands-on science education by using take-home, literature-based inquiry, problem solving, and design activities that connect school and home. Parents are the most effective source of positive or negative attitude influences toward science and mathematics. The lack of science in home environments depends largely upon parents' fear or lack of success in science. This study reports on the effects of a major reform initiative which was implemented in the Iowa City Community Schools District. The Science: Parents, Activities, and Literature (Science PALs) Project was launched in 1994 to reform the district's elementary science program. It was designed to increase teacher effectiveness by providing a comprehensive professional development program for improving science content knowledge and science content-pedagogical knowledge, to enrich the cross-curricular connections of the science units, and to promote meaningful parental involvement in science learning. This paper describes a study that took place within the context of the Science: Parents, Activities, and Literature (Science PALs) project. Particularly, the study sought to determine answers to the following questions: (1) What are the internal consistencies and substantive, external, and structural validities of students' perceptions, teachers' self-reports, evaluations of videotaped classroom science teaching, and expert ratings? and (2) Can students' perceptions and attitudes and teachers' self-reports be used as acceptable surrogate measures for videotaped interactive constructivist science teaching? Findings suggest that instruments based on social constructivism do not completely and accurately document science teaching based on interactive-constructivist assumptions.

The first part of this paper discusses the nature and use of high-inference and low-inference criteria for the evaluation of science textbooks. The second part discusses a project entitled Criteria for the Analysis and Selection of Science Textbooks (CASST). Included are results of a state survey which show that very little emphasis is given to problem-solving in the forms used by textbook adoption committees, that few states use science textbook appraisal forms that are specifically designed for grade level groupings, and that science process skills are not often given much prominence in textbook evaluation forms.
