The literature is predominated by studies seeking to clarify the extent of the availability, functionality, accessibility and/or utilisation of library materials in schools at various levels. The extent of principals' management of library resources and their contribution to the lesson preparation activities of teachers seems to have been under-researched. In bridging the gap, the current study was designed to assess the extent and contribution of principals’ management of library resources to teachers’ lesson preparation practices. This project is intended to substantiate the need for school libraries. A great deal of research is presented which links the quality of school libraries to their students' academic success. The serious decline in the current level of funding for school libraries is discussed. The goal is to provide librarians with funding resource options to pursue, which can be used to supplement any district or other funding that they do receive.

This study attempted to discover if Washington school administrators believed it would be helpful to integrate library, textbook, and audio-visual materials into one instructional materials service. The three aspects of the problem to be explored were (1) the feasibility of the proposed service in actual schools in Washington, (2) the qualifications thought necessary for the director of such an integrated service, and (3) the degree to which our schools already approached an integrated instructional materials service.
