Women historically hit a glass ceiling when trying to reach for a school district’s highest position. While nationally an overwhelming majority of educators are female, approximately only a quarter of all superintendents are women. In Kentucky, 19% of public school superintendents are female. Female superintendent research has focused on the barriers that inhibit women from obtaining the superintendency; however, recently a shift to focus on how women lead has occurred.

There are more than 40 higher education systems across the United States enrolling more than 5.6 million students. Literature on higher education systems is well-documented; however, variations in system structures and governance are apparent. The limited research on governance in community college systems merits examination. This study explored presidential decision making in the Kentucky Community and Technical College System using quantitative and qualitative procedures. Twenty-first century schools are complex organizations that serve individual students’ needs while meeting accountability and assessment demands. Effective leadership balances these diverse responsibilities through collective work of the shareholders in order to assure high levels of learning for all.

This qualitative study examined Response to Intervention (RTI) implementation in two high performing high schools in Kentucky. Both schools were classified as distinguished on the 2014-15 Kentucky School Report Card. One school has a long-standing tradition of high performance. The other school’s journey to high performance involved moving from a Needs Improvement School to a School of Distinction.

Then And Now: An Analysis Of Broad-Based Merit Aid Initial Eligibility Policies After Twenty Years, William K. Ingle, Jason R. Ratliff

Kentucky Journal of Higher Education Policy and Practice

Using Hall’s framework of policy changes, we sought to document and classify changes in initial eligibility and award provisions of broad-based merit aid scholarship programs at inception and present day. Our analysis revealed five first-order changes, two second-order changes, and only one third order change. Although the policy settings, instruments, and goals remained static in five states, the scholarship dollars in four of them have not kept up with increases in overall cost of attendance.

“Warming Up” In The Developmental Sequence? Upward Transfer Conditional On Dependency Status, Cody Davidson, Kristin B. Wilson

Kentucky Journal of Higher Education Policy and Practice

The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.

College’s revenue sports, football and men’s basketball, fuel the billion dollar intercollegiate athletics industry. Historically, those same two sports have maintained the lowest grade point average among all student-athletes. This inverse relationship begs the question, “what academic sacrifices are being made at the expense of college’s revenue sports?”

Throughout the post-modern or post-professional age (2000-present), high stakes testing and accountability of public schools forced educational organizations to improve their professional practices to work collaboratively (Little, 2003). As a result, professional learning communities (PLCs) have been found to improve student learning among educational organizations (DuFour, 2007; Hord, 2004). The purpose of this study was to identify risk and protective factors of preparatory and non-preparatory students within an agriculture education program at Anderson County High School in Lawrenceburg, Kentucky. Support Services And Programmatic Interventions Four-Year Institutions Have In Place To Assist And Graduate Students With Low Academic Credentials: A Mixed Methods Study, Nada El Majzoub

This mixed methods study investigates the influence of student characteristics and institutional support services and interventions on graduation rates. Regression analysis was conducted using a dataset constructed from multiple publically available resources to estimate graduation rates. Regression results showed High School Grade Point Average to be the highest estimator of graduation rates, among other student and institutional characteristics. The results confirmed existing findings on the influence of student pre-college and demographic characteristics on graduation rates for students with academic needs.
