The COVID-19 pandemic caused unprecedented disruption in education across the United States. Prior to the pandemic, students in third grade struggled with low reading proficiency, a difficulty that predicts persistent academic struggles, school dropout, and even delinquency. Districts in South Carolina and around the United States adapted to the challenges of the COVID-19 pandemic in various ways, and among these strategies were a traditional learning modality, where students attended school only in-person and when possible, and a hybrid learning modality, where students alternatively attended in-person and remotely. English Language Arts (ELA) test scores have declined since the 2020 COVID-19 virus caused schools and districts in the United States and around the world to shut down for substantial periods of time. School and district leaders and teachers across the country are working to increase ELA achievement.

In this generic qualitative research study, local district, school, and teacher leaders were interviewed and asked questions about their experiences with increasing reading and writing achievement using semi-structured interview protocols.

Multi-tiered systems of support (MTSS) have been increasingly implemented in schools since the re-authorization of the Individuals with Disabilities Act of 2004 and the Every Student Succeeds Act (ESSA) of 2015. Despite researchers’ efforts to identify elements of MTSS— including evidence-based practices, leadership and communication systems and structures to address learning needs— it has been challenging to identify what makes MTSS work in schools. There is a gap in our understanding of effective early reading instructional approaches, particularly regarding identifying which specific core systematic phonics reading programs provide longer-lasting impact on literacy achievement. The purpose of this causal comparative study was to examine the effects of two distinct pre-kindergarten phonics programs, a linguistic phonics program and a basal phonics program, on short and long-term literacy outcomes. The transfer from instructional delivery to student knowledge should be easily recognizable in the end-of-year assessment data. According to the National Center for Education Statistics (2015) only 34% of eighth grade students in the U.S. scored at or above proficient in reading and only 33% were at or above proficient in math. Reading comprehension is essential for the acquisition of knowledge in all coursework and those students who have reading deficits may experience increased academic failure. The purpose of this mixed method study was to build on the earlier efficacy work of Tschannen, Moran, and Hoy (2001) and the reading teacher efficacy work of Szabo and Mokhtari (2004) to add to educational research related to teacher efficacy and reading. Parent involvement in education has long been viewed as a pathway to increased student achievement. Although much research exists with regard to this topic, little examines this relationship specifically for students with disabilities in grades 1-5 despite being required by both the No Child Left Behind Act (NCLB) and the Individuals with Disabilities Education Act (IDEA). This dissertation reports on how one school community engaged in a professional development grant initiative that incorporated teacher leadership. Teacher leaders may have numerous roles and responsibilities that support the professional learning and instructional practices of school communities. This study examined the experiences of three specialized literacy professionals as teacher leaders and professional development facilitators. Case study methodology (Merriam, 1998; Stake, 2005; Yin, 2009) and the six principles of adult learning (Knowles, Holton, & Swanson, 2005) provided a framework to capture the contextual and descriptive practices of how these teacher leaders navigated their roles and responsibilities. This quantitative study examined possible correlations between each of the seven critical leadership functions and achievement in the areas of mathematics for eighth grade African-American and Hispanic students. The 117 participants included school leaders and students from 12 of the 19 middle schools in a metropolitan school district in the southeastern region of the United States. Principals from the middle schools in the district distributed the Critical Leadership Functions Questionnaire to members of their leadership team (e.g., assistant principals, school counselors, department chairs, etc.). The SRC curriculum was assessed to determine if it aligned with effective remediation and filled the third grade students’ knowledge voids in reading. Students enrolled in a college preparatory reading class at one particular community college were categorized based on language origin. Native English speaking students comprised one group and foreign students formed two additional groups--students whose language origin was Latin-based (i.e. Romance languages) and students whose language origin was not Latin-based (i.e. Japanese). A pretest assessment measure was used to quantify the extent that pre-existing knowledge of Latinate word parts and morphologically complex vocabulary differed among groups based on language origin.
