Under the National Assessment Program, the Civics and Citizenship sample assessment is administered to a representative sample of Year 6 and Year 10 students every three years. It is conducted under the auspices of the Education Council. The National Assessment Program – Civics and Citizenship assesses students’ skills, knowledge and understandings of Australia’s system of government, civic institutions and the values which underpin Australia’s democracy. It also provides an indication of student attitudes and their engagement in civic-related activities at school and in the community. This report presents the findings of the fifth National Assessment Program – Civics and Citizenship …

In 1999, the State, Territory and Commonwealth Ministers of Education, meeting as the tenth Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA), agreed to the National Goals for Schooling in the Twenty-first Century. Subsequently, MCEETYA agreed to report on progress toward the achievement of the National Goals on a nationally-comparable basis, via the National Assessment Program (NAP). As part of NAP, a three-yearly cycle of sample assessments in primary science, civics and citizenship and ICT was established. The three previous cycles of NAP – CC were conducted in 2004, 2007 and 2010. As a result of a 2010 …

Wellbeing
The purpose of this report is to provide information on the implementation of the main survey of the Australian Child Wellbeing Project (ACWP). This phase of the project has followed extensive qualitative work with young people and field testing of the survey instrument, as detailed in the Phase 1, 2 and 3 reports. This report covers sampling, participation rates, sampling weights, permission processes and approvals, general survey promotion and specific contact with main survey schools, logistical details, and a full documentation survey at each of the three year levels, namely Years 4, 6 and 8.

Annual Transitions Between Labour Market States For Young Australians, Hielke Buddelmeyer, Gary N. Marks
Annual Transitions Between Labour Market States For Young Australians, Hielke Buddelmeyer, Gary N. Marks
Transition and Post-School Education and Training
This study uses an annual timeframe to evaluate the influence of labour market status in one period on status in the subsequent period. Understanding the role of past labour market experiences is important when it is the objective of policy-makers to increase the proportion of time spent by young Australians in desirable labour market states, such as full-time work, and reduce the time they spend in marginalised activities, such as unemployment. These concerns are heightened during lean economic times, but they never really go away. A natural question that may arise, especially in a weak labour market for youth, is …

Pisa : Frequently Answered Criticisms, Ray Adams
Pisa : Frequently Answered Criticisms, Ray Adams
Prof Ray Adams
Studies such as PISA that attempt to compare outcomes across educational systems are expensive and difficult to implement. Further, the results of such studies are routinely criticized by educational commentators - particularly when the results are not consistent with their preconceived ideas about the relative merits and efficiencies of various educational practices and systems. This chapter discusses what is done to ameliorate the threats to the validity of PISA in five areas often targeted by commentators and reviewers as sources of invalidity in international comparisons. The five areas discussed are: (1) sampling - are the samples of students who undertake …
Adaptive Estimated Maximum-Entropy Distribution Model, L Tan, D Taniar
Adaptive Estimated Maximum-Entropy Distribution Model, L Tan, D Taniar
Dr Ling Tan
The Estimation of Distribution Algorithm (EDA) model is an optimization procedure through learning and sampling a conditional probabilistic function. The use of conditional density function permits multivariate dependency modelling, which is not captured in a population-based representation, like the classical Genetic Algorithms. The Gaussian model is a simple and widely used model for density estimation. However, an assumption of normality is not realistic for many real-life problems. Alternatively, the maximum-entropy model can be used, which makes no assumption of a normal distribution. One disadvantage of the maximum-entropy model is the learning cost of its parameters. This paper proposes an Adaptive …

Maximum-Entropy Estimated Distribution Model For Classification Problems, L Tan, D Taniar
Maximum-Entropy Estimated Distribution Model For Classification Problems, L Tan, D Taniar
Dr Ling Tan
Classification is a fundamental problem in machine learning and data mining. This paper applies a stochastic optimization model to classification problems. The proposed maximum entropy estimated distribution model uses a probabilistic distribution to represent solution space, and a sampling technique to explore search space. This paper demonstrates the application of the proposed maximum entropy estimated distribution model to improve linear discriminant function and rule induction methods. In addition, this paper compares the proposed classification model with decision trees. It shows that the proposed model is preferable to decision tree C4.5 in the following cases: i) when prior distribution of classification …

The Programme for International Student Assessment (PISA) was launched by the OECD to provide internationally comparable evidence on student performance. This technical report is the product of a collaborative effort between the countries participating in PISA and the experts and the institutions working within the framework of the International PISA Consortium.
