The four purposes of this study are: (1) to gain a better understanding of the characteristics, problems, and attitudes of the culturally deprived youth in our society; (2) to determine how Seattle, by better understanding these characteristics, problems, and attitudes, might meet the educational needs of the culturally deprived child; (3) to explore what other large cities in the United States have done in meeting the educational needs of the culturally deprived child; and (4) to describe how Seattle has used the experiences of other large cities in helping it to formulate its educational program for the culturally deprived child.

I feel the video tape recorder will have a very definite place in the schools. It will be one of our audiovisual aids, just as television, the 16mm. projector and others. It is a tool with unlimited possibilities and a great deal of flexibility. It is a device that can and will be used by teachers at all levels of teaching. It is not an instrument to take the place of the teacher, but, like all audiovisual equipment, is a tool to help the teacher do a more effective job.

It was the purpose of this study to consider materials for enrichment and supplemental purposes to strengthen the present reading program as it now exists in the Castle Rock Elementary School. The writer has found, however, that while materials do have a prominent role in reading, materials alone can not support an adequate program unless a more complete picture of the reading process is established and operating.
