How can a large scale, multi-state, collaborative workforce development project be evaluated? This article describes the evaluation process of the Midwest Center for Information Technology (MCIT). The project uses “impact threads” to connect the outcomes of the project to strategic evaluation questions. The MCIT project, involving 10 public two-year colleges located in Nebraska, Iowa, South Dakota, and North Dakota, strives to assist partner colleges in enhancing information technology training and related degree programs. Professional learning for teachers and school leaders

This report, in two volumes, describes an investigation of the links between teacher professional development and student learning outcomes. The study, funded by the Australian Government, provides a review of the research literature and of national and international initiatives linking professional development with student outcomes. It provides detailed case studies of the school-based trials of ten professional development programs in a number of different sites. It examines the repeated measures of student achievement from students in the classes of teachers in the school-based trials. Analysis and discussion of a common questionnaire completed by teachers in the school-based trials is provided. …

The development of highly effective teachers is of interest to school systems because the quality of the teachers is associated with students' success. This study explored the relationship between teachers' participation in a job-embedded model of professional development and students' achievement in reading.

Teachers in the third grade and fifth grade at five different elementary schools received more than 100 hours of training. The reading achievement scores of students assigned to these teachers were compared to the scores of students whose teachers did not participate in the training. Findings in this study were mixed. The purpose of this study was to identify staff development strategies, organizational contexts, and teacher characteristics that were associated with positive impacts on teachers_ attitudes and practices. The study focused on 89 elementary teachers in 11 schools across 5 districts, all of whom participated in a state-sponsored staff development project during the 1999/2000 academic year. This staff development initiative was designed to assist teachers in acquiring the knowledge and skills necessary to develop and implement standards-based math instruction and assessment in their classrooms.

This paper examines the elementary teacher’s role as a moral educator. The context is the Albuquerque Public Schools (APS) in New Mexico. I have investigated the Character Counts! program, the moral education program which has been adopted and utilized by the school district. The empirical study discussed in this book was conducted in the Sunrise classrooms at Coombabah State School, Queensland in 1991-92, in which each student had their own laptop computer. Part I provides a theoretical framework for learning and teaching with computers. Part II deals with issues relating to the acquisition of computer literacy. Part III describes the empirical study conducted with 115 Year 6 and Year 7 students, and Part IV deals with issues relating to the professional development of teachers who teach students with computers and with the evaluation of computer software by teachers.

The relationship between successful implementation of the peer coaching process and the enhancing of teacher efficacy, student learning, and improvement of school climate was studied. Also examined was the assumption that successful implementation of peer coaching will require specific administrative support. The results of the study show support for a peer coaching program's ability to positively affect teacher efficacy, student learning, and the school climate. A handbook aiding the implementation and development of a peer coaching program is provided.

The purpose of this study was to identify and analyze roles, responsibilities, and professional preparation of high school department chairs by surveying persons who presently fulfill department chair responsibilities at the high school level in Grant County, Washington. A sample of 31 high school department chairs was surveyed using a survey instrument covering the roles, responsibilities, and preparation of high school department chairs. The staff development programs recommended through literature and programs in actual practice in the state of Washington were studied. Thirty-two school districts responded to a questionnaire based on important findings in the literature. The results showed strengths and weaknesses in staff development programs. This study did indicate that staff development programs in the state of Washington had many of the elements of effective staff development as set forth in the literature.

The interrelationship of clinical supervision and peer coaching strategies to improve instructional effectiveness were studied. A peer coaching in-service program, detailing coaching procedures and activities, was developed and implemented in the social studies department at Mount Si High School. The results of the program showed that peer coaching can be utilized by teachers to assume greater leadership and responsibility in the area of instructional improvement.
