School and system improvement

The primary focus of this review is on strategies for improving literacy and numeracy outcomes in the Northern Territory. Clearly, the role of school education is much broader than the development of students literacy and numeracy skills, but these are foundational skills on which almost all other school learning is based. It is also clear from research that low levels of literacy and numeracy by the middle years of school are associated with lower school completion rates and a range of post-school outcomes, including higher levels of unemployment, lower lifetime earnings, and poorer health outcomes. The COAG Reform Council must independently assess whether Australian jurisdictions have met pre-determined milestones and performance benchmarks contained in the National Partnership on Literacy and Numeracy before reward funding is paid. This report assesses state and territory performance for 2010. Part A describes the National Partnership; Part B devotes a chapter to each jurisdiction's assessment; and Part C suggests improvements to the performance reporting framework.

Designed and developed Schools’ Assessment Designed and developed by the Australian Council for Educational Research (ACER), the International Schools' Assessment Program (ISA) is currently administered in 260 international schools worldwide with over 49000 students participating, and allows these schools to benchmark themselves against other international schools in the core skill areas of mathematical literacy, reading and writing. The ISA is a culturally inclusive test that provides meaningful and valuable information for education providers and the parents of students.

The Australian Council for Educational Research (ACER) leads an international consortium of research organisations, and educational institutions to deliver the International PISA project on behalf of the Organisation for Economic Cooperation and Development (OECD). Translated into 48 languages and then verified to ensure they can be understood by students from a wide range of language and cultural backgrounds, PISA questions are based on relevant, everyday situations. PISA tests the reading, mathematics and science literacy of 15-year-olds across the world. In 2009 around 400 000 students from 57 countries took part.

The OECD Programme for International Student Assessment (PISA) is an international comparative survey of 15-year-olds’ knowledge and skills in reading, mathematical and scientific literacy. PISA seeks to measure how well young adults have acquired the knowledge and skills that are required to function as successful members of society. As part of the PISA 2009 survey, students completed an assessment on reading literacy, mathematical literacy and scientific literacy, as well as an extensive background questionnaire. This review was undertaken at the request of the Director-General of the Queensland Department of Education and Training. It reviews progress and makes recommendations ‘about initiatives aimed at improving the performance of Queensland students in literacy, numeracy and science’. More specifically, the Terms of Reference for the review requested an analysis and recommendations relating to:

  • the effectiveness of the initiatives implemented in the Government response to the five recommendations of the Queensland Education Performance Review (QEPR); and

The National Numeracy Review Report (2008), commissioned by the Council of Australian Governments (COAG), synthesised evidence on effective numeracy teaching to support the goal of improving numeracy outcomes for Australian students. This report presents three studies examining research conducted in Queensland on Progressive Achievement Tests (PAT) published by Australian Council for Educational Research (ACER). In study 1 ‘Predictive Validity of the Progressive Achievement Tests for Boys’, a battery of tests was used to assess vocabulary, comprehension, and numeracy skill levels of students commencing study at a regional high school. This collection of papers based on research into aspects of number is a result of a writing conference held on Rottnest Island, near Perth, Western Australia. The concept of the conference emanated from Alistair Mcintosh and Len Sparrow and was based on two similar meetings organised by Cal Irons and Bob Reys.

All papers in this book were discussed at the Rottnest conference and subsequent changes were made by the authors based on comments and recommendations from the peer group who attended the conference.

Since 1988 teams of researchers in the United States, Japan and Australia have been involved in a collaborative research project to assess the mental computation ability of their students. The results of this research have been reported elsewhere (Mcintosh, Bana & Farrell 1995; Mcintosh, Nohda, Reys & Reys 1995).
