Relationship Between Systematic Planning At Community Colleges And Goal Agreement, Nancy Emily Stetson

The relationship between systematic planning at community colleges and goal agreement among administrators was studied. Sixty-nine administrators at four community colleges were surveyed. The results showed that administrators at the two community colleges who perceived their institutions to be relatively more systematic in planning also perceived relatively smaller gaps between what were, and what should be the goals of their institutions. By this measure, community college administrators demonstrated a consistent and positive relationship between systematic planning and goal agreement.

As one approach to gathering information required in compiling a report on Teaching Practice, Supervision Advice and Assessment (Published as Research Committee Report Number 12), use was made of the Delphi Technique. (Kaplan, 1980).
Space precluded providing details of this technique in Report Number 12 but since the technique is not often used, it was decided to provide information on its application in the study in this separate report.

Discusses the British government's introduction in 1861-62 of the Revised Code, under Robert Lowe, tying government funding of elementary schools to annual examination of the progress made by each child in the basic skills of Reading, Writing, and Arithmetic, and the satiric perspective on the debate given by the poet and essayist Matthew Arnold, himself one of Her Majesty's Inspectors of Schools, charged with implementing Lowe's reforms. In Westville, Illinois, Minimal Competency Testing (MCT) began in the spring of 1979, after the writer of this paper and a colleague attended a meeting in Peoria, Illinois. This two day workshop focused on the Peoria MCT program and provided the initial impetus for Westville's developing program.
Westville's preliminary MCT work preceded our initial inservice day in August of 1979. Our MCT work in Westville concentrated totally on grades 8 and 12. The nature of the middle school in the state of Washington and its conformance to the middle school concept was studied. Eighty-four of the state's ninety-two middle school principals reported on programs and offerings in their schools. The study indicated that Washington middle schools conform favorably to the concept in all major areas except grading practices and athletic programs. The schools recognize a developmental stage of transescence and minister to it through child-child- centered rather than subject-centered programs. Further study is recommended to compare the middle school with the junior high school in the state of Washington.

The purpose of this paper was to research criteria for screening for young, handicapped children with the intent of developing a single, comprehensive screening instrument. Analyses of existing screening devices and data from educators in the field were also included in the study.
The resulting screening instrument was designed to assess the developmental acquisition of skills. Major developmental areas included in the screening instrument are language skills, motor development, perceptual skills, cognitive development, social skills, and self-help skills.

This investigation focused upon the academic and social achievement of identified gifted and talented students who participated in a special humanities program conducted within a traditional junior high school environment. Eighty-two students, ranging from the seventh grade through their sophomore year in college, returned questionnaires lending credence to the hypothesis that these youngsters generally continue to sustain their achievement level as they progress through life. Students' attitudes regarding gifted identification, motivation, peer relationships, and program preparation were discussed.

In the Cerro Gordo Public School System, Cerro Gordo, Illinois, a feasibility study of Minimum Competency Testing was begun in the Spring of 1980.
The preliminary work included contacting Supt. H. R. Starkey, who with the Cerro Gordo Board of Education, gave approval to conduct this study.
A special survey questionnaire was distributed to the community and faculty. These questionnaires were returned to the school, which were in turn given to this writer.
The report will attempt to describe the opinions and feelings of the members of the community and faculty about competency testing as indicated in the survey.

The reader observes the instrument utilized in this process, the role of the educational consultant serving as a facilitator, and the interaction of the various constituents of the educational community as the study progresses.

This Thesis is an evaluation of the first year of an instructional media intern program in northeastern Illinois, near Chicago. Minimum competency testing (MCT) has been a controversial educational issue for the past several years. Much of the literature on this topic has been written by educators and/or members of the public who are not directly responsible for implementation, administration, or evaluation of test results. This study was designed to gather information from primary sources concerning their opinions about the use of minimum competency testing programs in their own schools. Data was gathered during the 1978-79 school year.
