Appraises the assumptions that drive standard evaluation methods and compares them to those assumptions that undergird more critical approaches to teaching. Presents an alternative teacher evaluation instrument and explains how it more accurately measures what is said and believed to be effective teaching. Formalized partnerships between colleges or universities and public schools have gained in popularity even though their impact remains uncertain. Such partnerships, existing under a variety of terms (the most common of which is Professional Development Schools [PDS}), are meant to bring together the resources and the expertise of the university and those of one or more public schools. PDSs typically center on three fundamental domains of activity: the preparation of new educational professionals, the continuing professional development of current staff, and the collaborative field-based research on issues of common interest.

The process of reviewing and renewing a program of general education is complex, challenging, and often frustrating. This paper is presented with the aim of facilitating the process from inception to successful conclusion. Practical guidelines and suggestions, derived from long experience as faculty member, academic administrator, and consultant, are offered to assist those responsible for reviewing, evaluating, developing, and implementing general education curricula. Emphasis is placed on collaborative practices, ongoing open communication, thorough planning, and reliable information. Since early 1999 the World Bank has funded a series of projects that seek to improve the Vietnamese primary education system. On Saturday 8 May 1999 the Ministry of Education and Training (MOET) contracted the Australian Council for Educational Research (ACER) to provide professional advice as part of the Preparation of Primary Teacher Training Project. Technical assistance was sought in two areas: (i) drawing a representative sample of primary school teachers, and (ii) undertaking a census of primary schools. Students participating in this LSAY cohort were originally sampled in 1998 from 296 schools nationally. In 1999 the schools from which the original sample of students was drawn took part in a survey to collect information about the features and programs of schools, as well as features of teachers and teaching, which might influence the progress of students in their school and in their later work careers. The survey involved two questionnaires: (1) a school questionnaire to be completed by the principal (or other school representative) and (2) a questionnaire to a sample of ten Year 10 teachers. Top-Down, Routinized Reform In Low-Income, Rural Schools: Nsf's Appalachian Rural Systemic Initiative, Robert Bickel, Terry Tomasek, Teresa Hardman Eagle

Leadership Studies Faculty Research

Since 1991, the National Science Foundation has funded fifty-nine state, urban, and rural systemic initiatives. The purpose of the initiatives is to promote achievement in math, science, and technology among all students, and to encourage schools and communities to secure the resources needed to maintain such outcomes. The Appalachian Rural Systemic Initiative (ARSI) is a six-state consortium which focuses these efforts on low-income, rural schools. The primary means of accomplishing ARSI's aims is a one-day-one-school site visit, called a Program Improvement Review, done by an ARSI math or science expert. The centrally important Program Improvement Reviews, however, seem to be …
