The Vit Program For Supporting Provisionally Registered Teachers : Evaluation Of Implementation In 2005., Lawrence Ingvarson, Elizabeth Kleinhenz, Siek Toon Khoo, Jenny Wilkinson
Dr Elizabeth Kleinhenz
The VIT’s Program for Supporting Provisionally Registered Teachers and its registration procedures are increasingly seen as valid and fair. The Program is generally perceived as leading to improvements in teaching practice. Principals and mentors were very positive about the program, and consistently reported high levels of satisfaction with its implementation. Research has repeatedly found that significant reforms are often accompanied by a degree of unease and resistance, and this has been the case with the introduction of the VIT standards and registration requirements. School leaders play a vital role in leading their schools through these changes. This study has found …

Supporting New Teachers In Victorian Schools : Making The Teacher Registration Process An Opportunity For Professional Learning, Elizabeth Kleinhenz, Lawrence Ingvarson, Jenny Wilkinson
Dr Elizabeth Kleinhenz
The VIT Standards and Professional Learning Project was seen to be leading to improvements in teaching practice across schools and playing a major role in reinforcing and/or establishing a culture of professional collaboration and professional learning in schools. That is likely to lead to improved student outcomes. The role of the school leadership is clearly very important in this as in any other major innovation. Principals and mentors were very positive about the program, and consistently reported higher levels of satisfaction with its implementation than did the Provisionally Registered Teachers. Primary teachers were in general more positive than secondary teachers. …

Teacher Education Accreditation : A Review Of National And International Trends And Practices, Lawrence Ingvarson, Alison Elliott, Elizabeth Kleinhenz, Phillip Mckenzie
Dr Elizabeth Kleinhenz
In June 2005 the National Institute for Quality Teaching and School Leadership commissioned ACER to conduct a project to provide advice on developing a national system for the accreditation of pre-service teacher education programs. The project brief fell into two main sections. The first was to conduct a literature review examining: (a) Current accreditation and course approval policies and practices in Australia to identify similarities and differences and implications for a national accreditation system; (b) Developments in the accreditation of teacher education programs in other countries and whether any of the identified approaches could provide a basis for a national …

Occupation-Based Conceptualisations Of Socioeconomic Status, Julie Mcmillan
Occupation-Based Conceptualisations Of Socioeconomic Status, Julie Mcmillan
Julie McMillan
This paper focuses upon occupation-based conceptualisations of socioeconomic status (SES). Using occupational data to measure the SES of individuals is a two-step process, whereby it is necessary to first collect and code occupational data, usually in accordance with an official occupational classification, and second, to recode these data into a measure of SES. There are three broad types of measures available – class, occupational prestige, and socioeconomic indices – and within these broad types, a large array of conceptualisation and measures are available. The author focuses on some of the more widely accepted approaches for which there are well-established Australian …

What Do Students Say About Learning With Technologies?, Kathryn Moyle
Professor Kathryn Moyle
This paper outlines some of the findings from Australian research which listened to and analysed the views and expectations of students within Australian education and training institutions about learning with technologies. Students in primary and secondary schools, vocational education and training (VET) institutions, international students studying education in universities, pre-service teacher education students and teachers in their first five years of teaching contributed to a national 'student voice' research project based upon their current experiences and views. Data was collected through online surveys and focus groups. The research shows that students and early career educators have access to and use …
The Future Of The Research Workforce: Estimating Demand For Phds In Australia, Daniel Edwards
The Future Of The Research Workforce: Estimating Demand For Phds In Australia, Daniel Edwards
Dr Daniel Edwards
s the developed world becomes more reliant on knowledge as a vital part of economic growth and development, the importance of highly skilled workers who can create, disseminate and use new knowledge becomes integral. Within Australia, recent policies relating to higher education and research have prompted new thinking about the extent to which the research training in Australia is able to facilitate growth, given the economy's current reliance on natural resources is unsustainable (Cutler, 2008). This paper draws on work undertaken for the Australian Department of Innovation, Industry, Science and Research specified to examine issues relating to the research workforce. …

Managing Longitudinal Research : An Account Of The First Six Years Of The Longitudinal Literacy And Numeracy Study, Marion Meiers
Marion Meiers
The ACER Longitudinal Literacy and Numeracy Study (LLANS) was designed to follow the growth in literacy and numeracy of a single cohort of students across the years of primary school. The key research question in this seven-year longitudinal study is: 'What is the nature of literacy and numeracy development amongst Australian school children?' One way of responding to this question is to develop scales describing growth in literacy and numeracy. As a national longitudinal study, the LLANS has created an opportunity to develop achievement scales describing growth in literacy and numeracy from the very first year of schooling. The LLANS …

Marion Meiers
This project investigated the link between children’s growth in English literacy in the early years of schooling and their teachers’ classroom teaching practices. Using the LLANS literacy assessment tasks, 2000 children from every state and territory were assessed at the beginning and end of their first or second year at school. The teaching practices used by teachers whose students made most progress were explored. The effective teachers used a wide repertoire and demonstrated key teaching practices with greater consistency, skill and subtlety.

Since 2007 the Australian Government Department of Education, Employment and Workplace Relations (DEEWR) has funded the Student Aptitude Test for Tertiary Admission (SATTA) pilot program. SATTA involves the supply, management and evaluation of uniTEST, and the evaluation of the Special Tertiary Admissions Test (STAT). This report documents the evaluation phase of the program, focusing in particular on various aspects of uniTEST. Seven recommendations are made. Significant policy change is planned for Australian higher education over the next few years, with both government and institutions seeking new ways to make the system larger, more inclusive and more productive. In this context, …
Engaging Secondary School Students In Lifelong Learning, Jennifer Bryce, Graeme Withers
Engaging Secondary School Students In Lifelong Learning, Jennifer Bryce, Graeme Withers
Dr Jennifer Bryce
A 'lifelong learning' orientation to education is seen as vital if young people are to thrive in the knowledge rich, constantly changing world of today and the immediate future. This study identifies ways that the foundations for lifelong learning can be built in secondary schools. 'Lifelong learning' is interpreted as engaging people with learning throughout all stages of their lives. Lifelong learning at secondary school level is concerned with keeping students engaged in learning, and developing in those students the characteristics that will make learning an integral and valued part of their lives when they leave school. Thus the report …

Australian Young People : Their Stories, Their Families And Post School Plans, Jennifer Bryce, Michelle Anderson, Tracey Frigo, Phillip Mckenzie
Dr Jennifer Bryce
In 2006, an OECD report noted that Australia has one of the highest gaps between high and low performing students, with the low performing students coming largely from low SES backgrounds. In conjunction with the Australian Council for Educational Research (ACER), The Smith Family has been researching the challenges faced by Learning for Life students, all from low SES backgrounds, in making successful post-school transitions. Last year's report flagged how important it would be to tap into the family context more deeply to assess the degree and type of influence that families were having on the decision making processes of …
Studies Of Asia In Year 12, Jenny Wilkinson, Gina Milgate
Studies Of Asia In Year 12, Jenny Wilkinson, Gina Milgate
Jenny Wilkinson
Across Australia, very few Year 12 subjects focus on Asia, according to this report. Where content on Asia is offered, it often has an Australian or Western focus. The authors found that, in practice, it is schools and teachers who select the material that students will study. Teachers are not likely to select material with which they themselves are unfamiliar or may have never studied. They will tend to choose what they know about and are confident of teaching, particularly at Year 12 level, where so much rides on students’ results. What teachers know and teach about will reflect to …

The Victorian Institute of Teaching implemented its new registration procedures for Provisionally Registered Teachers (PRTs) in 2004. A pilot version of these procedures was trialled in 2003, and evaluated by ACER (Kleinhenz and Ingvarson 2004). Background information about the development of the Standards and Professional Learning Project can be found in this report. As part of the process for full registration, PRTs were required to prepare a portfolio with three components: an analysis of teaching and learning, collegiate classroom activities and a list of and commentary on professional activities undertaken. In 2004 the new requirements for PRTs were extended to …
