© The Author(s) 2021. While the effect of teachers’ unions on school districts continues to be debated, the research literature provides few definitive conclusions to guide these discussions. In this article, we examine the relationship between teachers’ union contracts and school district efficiency. We define efficiency as the ratio of short-run productivity (student performance on standardized exams) to expenditures. We estimate a series of school district fixed effect models using measures of district collective bargaining agreement (CBA) restrictiveness tied to longitudinal outcomes. Federal legislation known as the No Child Left Behind act has required states to close achievement gaps. The purpose of this study was to investigate the relationships between special education spending by districts in the state of Tennessee and standardized achievement for students with disabilities.
Secondary data were obtained from the Tennessee Department of Education’s website (www.tn.gov/education). Data from each local education association were collected for the years of 2010-2014 in the areas of special education spending, special education population, and TCAP proficiency percentages in reading and math grades 3-8. The purpose of this study was twofold. The first purpose was to determine the extent to which the 14 two-year institutions of the Tennessee Board of Regents system expended funds in functional categories equal to the amount of funds provided by the appropriations funding formula for the same functional categories. The specific problem of this study was to develop a five-year budget for the San Joaquin Delta Community College District. The choice of a five-year budget was made by the administration after studying the advantages and disadvantages of. shorter and longer term budgets. A term of less than five years did not meet the objectives of the college for the building and educational programs. A ten-year budget would necessarily be less accurate, since the longer the projection, the more vague and theoretical it becomes.
