Schools today are facing unprecedented demands for school accountability and student achievement. Effective school leadership is recognized as a critical component for overall school success. Consequently, researchers have extensively explored school leadership and identified transformational leadership as an appropriate style for schools (Leithwood, 1992; Hallinger & Heck, 1996; and Jantzi & Leithwood, 1996). Kentucky public charter school law was introduced in 2017, the purpose of the new innovative schools were to close the achievement gap among the education system within the state. Charter schools are new-age schools that have a smaller class size, use differentiated instructional strategies that integrate technology to promote engagement, which in turn increases student growth and success. Little is known about how school leaders of color implement social justice leadership praxis within the urban public charter school context, especially amid a global pandemic and heightened racial injustice. This study aimed to better understand the phenomenon of being a social justice leader of color, specifically examining how these leaders implemented practices and policies aimed to minimize the marginalizing conditions within their school communities. Purpose
This paper explores how leaders of new public high schools – one charter and two innovation schools – navigated the journey from school-in-theory to school-in-practice during the school's first three years. School leaders at charter and innovation schools have increased freedom over curriculum, budget, scheduling and personnel when compared to leaders in traditional public schools.
Design/methodology/approach
Using case study research, this qualitative, multisite study of school leaders at three schools in an urban district in Colorado examined the realities leaders experienced during the first three years of their schools. Charter schools can have their charters rescinded if they fail to meet performance metrics, which are often specified in the charter. In some states, however, charters must meet inflexible, standardized performance standards to survive. Through the lens of public choice theory, we hypothesize that charters that were established by African Americans and those which serve more African American students are more likely to close, and that state-imposed standardized closure rules exacerbate these inequities. Analyses using charter petitions (n=925) and National Center for Education Statistics data since 2010 (n=5,548), tend to confirm hypotheses: The percentage of African American students and having …

For many decades, traditional public schools were the dominant public schools available for educating students, including those with disabilities. However, in the current climate of school choice, parents can now choose from a variety of educational options for their children. This study sought to explore the reasons parents of students with disabilities enrolled their children in charter schools. Research questions addressed the reasons parents considered when enrolling their children with disabilities in charter schools, as well as their degree of satisfaction and experiences after enrollment in charter schools. This dissertation is a qualitative-based program evaluation that explored the existing charter school accountability measures, processes, and oversight systems of the California Department of Education (CDE) in relation to State Board of Education (SBE)-authorized charter schools. This dissertation further explored the potential program improvements that could be implemented to improve the charter school oversight functions of the SBE and CDE. After a charter school receives authorization and approval to operate, the degrees of accountably and oversight vary dependent upon the charter authorizer and the oversite entity. Choice Without Inclusion?: Comparing The Intensity Of Racial Segregation In Charters And Public Schools At The Local, State And National Levels, Julian Vasquez Heilig, T. Jameson Brewer, Yohuru Williams

We conduct descriptive and inferential analyses of publicly available Common Core of Data (CCD) to examine segregation at the local, state, and national levels. Nationally, we find that higher percentages of charter students of every race attend intensely segregated schools. The highest levels of racial isolation are at the primary level for public and middle level for charters. We find that double segregation by race and class is higher in charter schools. Charters are more likely to be segregated, even when controlling for local ethnoracial demographics. A majority of states have at least half of Blacks and a third of …

In 2015-16, the United states spent over $660 billion on its public education system in hopes of providing children with greater opportunities to excel academically and to improve their life trajectories. While public education dollars have risen at a relatively fast pace historically, future challenges, including underfunded pension liabilities, suggest policymakers should economize wherever possible. Meanwhile, the number of public charter schools has increased exponentially. from 1991 to 2018, charter school legislation passed in 44 states and the nation’s capital, and student enrollment in charters increased to around 3.2 million. The purpose of this study was to explore school principals' accountability with student academic performance. Charter and public-school principals are responsible for the learning process and academic development. Previously published literature did not reveal a clear understanding of the policies and practices that contributed in obtaining the desired student academic outcomes. Wisconsin Governor Tommy Thompson led a Midwestern policy revolution in the late 1980s and early 1990s centered on providing parents with more school choices. Since those early years, school choice in the forms of private school vouchers, public charter schools, and public school open enrollment have spread across almost all of the country. Enrollment in school choice programs is growing, so is overall support for school choice. Many have analyzed what demographic characteristics impact attitudes towards school choice. This paper adds to the literature by exploring the interaction between personal decisions regarding school choice and broader support for school choice programs. Focus groups were conducted in St. Louis and Kansas City with 35 parents of school age children. Participant responses indicate that school choice programs illicit mixed emotions from parents. While charter schools differ widely in philosophy and pedagogical views, the United States’s most famous urban charter schools typically use the No Excuses approach. Enrolling mainly poor and minority students, these schools feature high academic standards, strict disciplinary codes, extended instructional time, and targeted supports for low-performing students. The strenuous and regimented style is controversial amongst some scholars, but others contend that the No Excuses approach is needed to rapidly close the achievement gap. We conduct the first meta-analysis of the achievement impacts of No Excuses charter schools. Focusing on experimental studies, we find that No Excuses charter schools significantly …

In the past fifty years, the share of students enrolled in U.S. Catholic schools has declined from approximately 12% to 3%. In reaction, many urban Catholic schools have closed and subsequently reopened as public charter schools in order to receive governmental funding and to increase enrollment. As public schools, these Catholic-affiliated charter schools now face a complex set of legal and practical challenges. This article presents empirical research on Catholic-affiliated charter schools, and the legal issues facing them as well as the wider category of religiously-affiliated charter schools. Entrepreneurial Orientation In Public Schools: The View From New Jersey, Steven E. Phelan, Ane T. Johnson, Thorsten Semrau

We utilize a sample of New Jersey schools to explore the relationship between entrepreneurial orientation (EO) and school performance. The results indicate a significant relationship between several dimensions of EO and performance after controlling for a number of relevant variables. Charter schools were found to have higher EO than traditional schools. The implications of these findings for education and entrepreneurship research are discussed.

Charter schools, public schools that operate with greater autonomy than their traditional counterparts, first opened in Minnesota in 1991. Between 1991 and 2010, they spread to 40 states and the District of Columbia. In recent months, they have received renewed policy attention under the Obama administration’s Race to the Top competitive federal grant program which rewarded states for educational innovation including the creation of charter schools. This study employed an ethnographic perspective to generate a grounded theory that contributes to the understanding of financial leadership practice in four elementary school contexts: Non Title I School, Title I School, Empowerment School and Charter School. The literature, interviews, observations, document analysis, and review of relevant financial artifacts at each site were used to form an Innovation Configuration Map, which represented financial leadership practice.
Results showed that financial leadership practices are rooted in targeted resource tools, mindful internal accountability routines, and collaborative, inquiry based mindsets of school practitioners. Moreover, variations emerged such that financial leadership practices adapted to the …
