Best Practices For English Learners With Disabilities In Us Schools – A Systematic Review, Samiratu Bashiru, Jennifer E. Smith

Journal of English Learner Education

This systematic review investigated best practices for enhancing academic achievement among English Learners with Disabilities (ELDs) in US schools. By examining 17 peer-reviewed articles and comparing them to the CEC 2014 Quality Indicators, the study identifies significant practices, including culturally responsive methods, technology integration, evidence-based strategies, addressing service delivery challenges, and improving assessment tools. This review has limitations related to inconsistent terminology and highlights the need for standardized language and continued research. It recommends integrating culturally responsive practices, leveraging technology, and refining inclusive assessment tools. Grade inflation must be abated. The effect of grade inflation weakens academic standards to the point where accurately assessing levels of competency and student knowledge is difficult to determine. Using intrinsic case study design, I contacted 411 online instructors in the United States exploring potential solutions to abate grade inflation. Of 411 faculty members contacted via personal e-mail, 27 instructors at three regionally accredited online universities in the United States agreed to be interviewed by the use of an interview protocol and recorded via Skype. The purpose of this case study was to conduct an investigation of educator perceptions of instructional leadership in the school improvement process. Interviews were conducted with educators and an administrator in a small, rural high school in Middle Tennessee. In 2010, the high school was labeled as a low performing school by the Tennessee Department of Education (TDOE). In 2014, Commissioner Kevin Huffman announced the school was on the TDOE Reward School Cusp List for being in the top 10% of schools based on one-year progress data from the Tennessee Value-added Assessment System (TVAAS) school composites.

The purpose of this study was to identify the most critical institutional policies and practices deemed essential for the effective development and governance of systemic, effective developmental education programs in community colleges through the perspective of community college administrators. The purpose of this qualitative study was to examine specific prekindergarten- through 8th-grade reading programs, instructional best practices, academic interventions, and educational activities that are perceived as successful practices in four high achieving schools within the parameters of Northeast Tennessee. This study was accomplished through a protocol of open-ended interviews with 15 participants comprised of 4 school principals, 4 primary reading teachers, 4 intermediate reading teachers, 2 Title I reading specialists, and 1 district language arts coordinator. Additionally, school-specific documentation and basal reading programs were reviewed to triangulate the findings of this investigation.
