Admission into pharmacy school is a very competitive process, and as a result multiple authors have looked at a variety of factors in an effort to create a systematic process that admissions committees can use to identify candidates who are likely to succeed in the rigorous pharmacy curriculum. One of the issues with this approach is that these analyses tend to be very institution-specific. In this paper I hope to identify a mechanism that the University of Kentucky (UK) College of Pharmacy admissions committee can use to efficiently and thoroughly evaluate candidates using scientifically validated factors.

Education accountability measures, especially since the passage of No Child Left Behind, have been assessed for a variety of factors in empirical research. A large portion of this literature finds that overall, accountability measures increase performance, but also increase the achievement gap. These findings have inspired this research to examine what other marginal groups of students have been affected by the unintended reaction to the consequence-based incentives found in minimum competency accountability programs, such as No Child Left Behind.

Since its creation in 1997, the Kentucky Community and Technical College System (KCTCS) has excelled in many areas of its open enrollment or open access mission. Yet, many KCTCS students do not persist to graduate with a credential or transfer to a 4-year postsecondary institution. The Kentucky Council on Postsecondary Education (CPE), reports that of the fall 2001 students who entered KCTCS colleges, only 50.2 percent earned a degree, transferred to a 4-year college or university, or were still enrolled in a KCTCS college within three years. This law requires that all schools in Kentucky implement strict nutrition standards that apply to all foods sold during the school day.
