Each institution which receives or applies for a PHS research, research-training or research-related grant or cooperative agreement must have established an administrative policy for responding to allegations of research misconduct that complies with the PHS regulation (42 CFR Part 93) and certify that it will comply with that policy. This regulation does not cover regulated research under the jurisdiction of the Food and Drug Administration (FDA).

In this paper we describe the experiences of 64 unit coordinators across 15 Australian universities, gathered during 2011/2012 as part of an Office for Learning and Teaching (OLT) project. Our intention was to gain insight into how unit coordinators (academics who coordinate a discrete unit of study) perceive their role as leaders of learning in higher education and whether the support provided to them by their institutions meets their needs. Individual instructor consultation is a common service provided by centers focused on educational development in higher education. The importance of this service has been reflected in its history, increasing demand, and strong anecdotal evidence to its effectiveness. However, the extant literature reveals that comprehensive assessment of consultation effectiveness has proved challenging. Thus, the purpose of this paper is to (a) provide an overview of consultation and summarize the relevant work evaluating this service, and (b) propose a comprehensive process for evaluating consultation services that was piloted at one large research intense university. Observing Classroom Engagement In Community College: A Systematic Approach, Stacy Alicea, Carola Suárez-Orozco, Sukhmani Singh, Tasha Darbes, Elvira Abrica

Despite decades of research indicating classrooms shape student engagement, learning, and development, there is a dearth of empirically grounded research focusing specifically on observed classroom engagement as a predictor of student outcomes in community colleges. This article describes the development of a qualitatively grounded, quantitative classroom-level engagement measurement protocol designed for this purpose. We provide evidence for the measure’s validity and reliability via confirmatory factor analyses and descriptive analyses that offer a snapshot of the information this measure can generate. Furthermore, we examine a two-level structural equation regression model that uses student survey data from students nested in observed classrooms. …

Consent, Culpability, And The Law Of Rape, Kimberly Kessler Ferzan

This Article explores the relationship between consent and culpability. The goal is to present a thorough exposition of the tradeoffs at play when the law adopts different conceptions of consent. After describing the relationship between culpability, wrongdoing, permissibility, and consent, I argue that the best conception of consent—one that reflects what consent really is—is the conception of willed acquiescence. I then contend that to the extent that affirmative consent standards are aimed at protecting defendants, this can be better achieved through mens rea provisions.
