The apex of China’s 1911 Republican Revolution, the election in Nanjing of native son Dr. Sun Yat-sen, heralded an historic break with autocracy. Tragically, Sun Yat-Sen’s democracy did not last long. A bitter period of feudal strife followed as warlords sought to carve fiefdoms out of the young republic. Humiliating concessions to Japan under the Versailles Treaty added to the new republic’s problems. Continuing violation of China’s sovereignty spawned the May 4th, 1919 student movement in Peking. Reverberations from May 4th helped launch a small communist party cell in Shanghai and a larger democracy movement across the country.

On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

When it comes to education, Nevada’s reputation as a low‐performing state in no way reflects a shortage of reforms. The politics of high‐stakes accountability characteristic of federal education policy since the 1980s has resulted in much reform, but “small change” in terms of funding and improved outcomes in the Silver State. This brief examines the history of Nevada education reform and why Nevada must reform its approach to improving schools by turning its attention from unfunded mandates to adequate and equitable investments in education. Since the 1980s, the standards and accountability movement in U.S. education has focused heavily on reform at the classroom and school level, with insufficient regard for how social, political, and community contexts impact student learning and achievement (Berliner, 2006; Horsford, 2010; Noguera, 2003; Oakes, 1989; Wells et al., 2004). This emphasis on standardization and high-stakes testing has stigmatized, and in many instances, penalized low-income and historically underserved students and communities through the use of student subgroup and school designations. The 17 h annual report - Quality Counts 2013 - was released in January. Overall, Arkansas maintained last year’s ranking of 5 th among the 50 states and earned the highest score of the eight states in the U.S. that received a B- (dropping from a grade of ‘B’ last year). Parent and family engagement in the educational lives of children and youth positively influence student learning and achievement. While this connection may seem obvious, varying ideals of parent engagement limit the ways in which school communities understand, encourage, and benefit from meaningful school‐home‐community interactions. School readiness continues to be an area of growing concern in education and public policy circles. The notion that “all children should arrive at school ready for the first day” has important implications not only for parents, early childhood educators, and K‐12 schoolteachers, but also policymakers, business owners, and our local and state economies. Gender, Culture And Intervention: Exploring Differences Between Aboriginal And Non-Aboriginal Children’S Responses To An Early Intervention Programme, Gary W. Robinson, William B. Tyler, Sven R. Silburn, Stephen R. Zubrick

Evaluation of a group parenting programme in the Northern Territory of Australia showed significant differences in benefits for Aboriginal and non-Aboriginal boys and girls. The analysis considers whether boys and girls from different cultural backgrounds present with different problems; whether parental expectations for boys and girls differ and whether the intervention activates different responses in different settings. Conclusions suggest that there is a need to closely examine the ‘cultural logic’ of interventions, the appropriateness of their assumptions about child development and hypothesised mechanisms of change in different settings.

Is Early Childhood Care And Education A Good Investment For Egypt? Estimates Of Educational Impacts, Costs, And Benefits [Arabic], Caroline Krafft

This summary details the impact of early childhood education in Egypt. The results show that early childhood care and education has an impact on educational attainment that is both statistically significant and sizeable. Such interventions increase overall educational attainment by approximately one year, primarily due to decreased primary and preparatory drop out. The impact on educational attainment is reflected in improved school performance, such as higher test scores, decreased grade repetition, and improvements in school tracking, during the early years. Investments in early childhood education can be a powerful approach to improving educational outcomes, and the research suggests that increases …

Challenges Facing The Egyptian Education System: Access, Quality, And Inequality [Arabic], Caroline Krafft

This brief analyzes and summarizes young people's responses to the 2009 Survey of Young People in Egypt (SYPE) to identify the greatest challenges facing the Egyptian educational system, focusing specifically on primary through secondary schooling. Results show that access to school has improved, but some youth, especially females in rural Upper Egypt, remain outside the school system and are increasingly marginalized. The Egyptian school system is delivering low-quality education that is irrelevant to the labor market and has problems with repetition, absenteeism, and drop out which reduce the efficiency of the education system. This white paper provides background about the convergence of disparate undergraduate education movements in higher education that affect GWLA individual institutions, particularly those initiatives related to the reinvention of undergraduate education in research universities. It provides suggestions for how individual GWLA member libraries can take advantage of an unprecedented interested in education reform to assume leadership roles on our campuses, and in doing so, provide greater security for libraries during fiscal uncertainty as they position themselves, their collections, and their services as an integral part of the instructional agenda as well as the research agenda. Part I of the study examines the differences between two environmental assessment methods for the K‐12 education sector: the United States Green Building Council’s (USGBC) LEED Schools Version 3.0 and the British Research Establishment’s (BRE) BREEAM Education issue 2.0. Credit requirements are compared side‐by‐side and against recommendations from researchers in areas such as acoustics, lighting and indoor environment quality. Strengths in the two schemes and areas for improvement are highlighted, with acknowledgement that each scheme offers components and techniques from which the other could benefit. In 2002 Hamann, Wortham, and Murillo noted that many U.S. states were hosting significant and often rapidly growing Latino populations for the first time and that these changes had multiple implications for formal schooling as well as out-of-school learning processes. They speculated about whether Latinos were encountering the same, often disappointing, educational fates in communities where their presence was unprecedented as in areas with a longstanding Latino presence. Only tentative conclusions could be provided at that time since the dynamics referenced were frequently novel and in flux.

This article looks at urban education through the vantage point of Chicago’s mayors. It begins with Carter H. Harrison II (who served from 1897 to 1905 and again from 1911 to 1915) and ends with Richard M. Daley (1989 to the present), with most of the focus on four long-serving mayors: William Hale Thompson (1915–23 and 1927–31), Edward Kelly (1933–47), Richard J. Daley (1955–76), and Harold Washington (1983–87). Mayors exercised significant leverage in the Chicago Public Schools throughout the twentieth century, making the history of Chicago mayors’ educational politics relevant to the contemporary trend in urban education to give more …

Assessment is a vital component of any program or initiative in terms of monitoring and strengthening its impact. Assessment involves establishing outcomes (programmatic, learning, etc.), verifying that efforts are aligned with those outcomes, assessing impact, and “closing the loop” by using what is learned to make improvements. This presentation focused on characteristics of quality assessment, such as the need for it to be valid, reliable, actionable, and efficient. Educational reform has brought great improvements in educational outcomes for Massachusetts students. In the past decade, achievement scores have risen for all students in Massachusetts; today the Commonwealth ranks first among all states in the overall National Assessment of Educational Progress (NAEP) scores. However, it also ranks among the five states with the widest “gap” in achievement between white and Latino students in both NAEP Math and Reading. These gaps in achievement show that the benefits are not reaching all children. During the past five years, virtual schools in the United States have gained popularity and acceptance as viable alternatives to the traditional school system through provisions for charter schools under Title V, Part B, Subpart 1 of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001. Colleagues in the academy seem to have a fascination with conceptual analysis and the term “education.” Debates are held, papers are written, and symposia take place within which definitions are articulated and modulated. Whether the point is to provide narrative, stipulative, or programmatic definitions matters little to the larger point: the quest for the meaning of “education” continues. In an effort to navigate the treacherous path between professionalism and social relevancy, this essay takes up an area of professional philosophy - epistemology - with the intention of reclaiming the integrative role John Dewey held for philosophy and classroom practice. Deron Boyles asserts that epistemology can and should represent an area of inquiry that is relevant and useful for philosophy of education, especially as it develops classroom practices that foster inquiry. I explore three main lines of inquiry: (1) the specifics of “Core Essentials” as a strategy for teaching character; (2) the role (and ironies) of private businesses influencing public school curricula; and (3) the assumptions inherent in the kind of teaching of character outlined by “Core Essentials.” Girding this inquiry is a concern about the problematic enterprise of teaching character, itself, as if it were an unquestionable domain. Further, the oddly-but-related contexts of childhood obesity findings and Christian influences (both general symbolism and fundamentalist indoctrination) on and in public spheres will be considered via Theodore Brameld’s Ends and Means in …
