The National Center for Education Statistics has released this year’s NAEP results which measure nationwide student performance in 4th and 8th grade reading and math. NAEP is administered nationally to a representative sample of students from all 50 states, so acts as a standard measure of student performance across states and time. In this policy brief will examine Arkansas’ 2022 results and examine score gaps between student groups.

In this report, we will provide a descriptive analysis of the main trends in educational achievement for Latinos in Massachusetts in the period 2010-2022. We highlight areas in which Latino students have made considerable progress since the publication of the 2010 Gastón report “The State of Latinos and Education in Massachusetts: 2010,” along with other areas in which progress has stalled and/or been reversed. The data presented cover only until 2020, before the full effects of the Covid-19 pandemic were felt. We end with recommendations for further development of a Latino Education agenda.

For the last twenty years, nearly every flagship university in the U.S. has been decreasing its share of in-state students and enrolling more students from out of state, a phenomenon I call the “Great Student Swap.” Using data from the Integrated Postsecondary Education Data System (IPEDS), I examine every “flagship” public university by comparing incoming first year students from 2002 through 2018 (those who would have graduated in the spring 2022 assuming the traditional four-year timeframe for completion). In this brief, we summarize recent research from OEP examining if using school- or district-level norms from state assessments would increase the racial and programmatic diversity of Arkansas students identified as Gifted and Talented (G/T). Using ten years of administrative data to analyze the outcomes of a local norms approach compared to the current G/T identification strategies, we find no consistent evidence that using a local norms approach for G/T identification would improve racial or programmatic diversity.

This chapter examines the drivers of academisation in order to better understand the emergence, growth, and impact of academy schools in England. It traces the expansion of academy schools as part of ongoing educational reforms that were reinforced by a neoliberal narrative and facilitated by the state through subsidies and the underfunding and disinvestment of state-run schools. As policy-makers grapple with whether or not to forgive student debt, for who, and how much, it is important to explore how student debt forgiveness would relate to intended household decisions and behaviors. We conducted a survey experiment that asked participants with student debt to imagine a scenario in which the federal government forgave a certain amount of student debt. We then had these participants report on how this would affect their decisions and behaviors. 1,053 participants were randomly assigned to one of four conditions that offered $5,000, $10,000, $20,000, and complete debt forgiveness. Teacher racial diversity has been widely considered important in education. However, it remains unclear to what extent and how teacher racial diversity has been addressed at the federal, state, and district levels. In this study, we employed text mining to collect and analyze over three million documents at the federal, state, and district levels. We found that while students of color had disproportionately less access to racially diverse teachers, the documents under our analysis insufficiently discussed the recruitment and retention of racially diverse teachers. The processes of formulation of language policies have not been researched thoroughly. This paper aims to explore the relationship between ideas, power and agency in language policy-making and specifically with reference to the formulation of language-in-education policy for multilingualism in Ireland. Through an argumentative approach to language policy and using a discursive institutionalist framework, the paper examines data from policy documents and interviews with policy actors in the Department of Education and Skills. In February 2022, the Buffett Early Childhood Institute conducted the Nebraska COVID-19 Early Care and Education Survey III, in collaboration with state agencies, University of Nebraska faculty, and organization partners. This third survey examined the impact of the COVID-19 pandemic on Nebraska’s child care professionals and its implications for practice and policy. Results from the previous surveys, released in April and August 2020, indicated that early care and education professionals in Nebraska, who were already vulnerable prior to the pandemic, have been negatively impacted from the start of the pandemic. Education systems are the formal institutionalisations of the knowledges and values our societies privilege, who they privilege, how, and on what terms. They are imbued with assumptions. These assumptions inform how systems are structured. The pandemic has exposed existing global and local inequalities, non-binary dynamics of inclusion and exclusion, and dysfunctions of education systems. This paper argues that the global scale and severity of the education disruption challenges taken-for-granted distinctions that privilege systems of the ‘West’ as referential for ‘the Rest’. It argues that the existing overarching technicist knowledge regime is inadequate for recovery, and proposes an alternative approach.

This paper however delves into the specific utilization of foreign aid within the education sector in Rwanda and the effects it bears not just on the recipient state in general, but also on its financial practices with regard to aid. By exploring trends in financial expenditure by aid agencies and government, it appears that foreign aid does not necessarily influence government budget allocations and this absence of ‘crowding-out’ gives Rwanda an upper hand in managing foreign aid. Trauma-informed pedagogy recognizes childhood trauma and its influence on students’ behavior, health, and ability to learn. By utilizing trauma- informed pedagogy, teachers can help children who have experienced trauma build resiliency. To determine if pre-service teachers are being trained in trauma-informed pedagogy, a systematic review of state-level teacher competency policies from all 50 states and Washington, D.C. was conducted. These teacher competencies were coded for the presence of elements of trauma-informed pedagogy. The review has shown that five states require teacher training in trauma-informed pedagogy and far more require training in individual elements, including social-emotional learning and cultural responsiveness.

Finnish students start academic or vocational track in upper secondary education at age 16 years. Track placement is based on grades, but family background and psychosocial resources may have influences. Using 2014 survey data of Grade 9 students in Helsinki Metropolitan area linked to the Joint Application Registry data as of 2017, we fitted two-level, sex-stratified, generalized structural equation models to determine how reserve capacity (academic self-efficacy and social support), family background, and the comprehensive schools predict track placement.
