Teachers’ Unions, Collective Bargaining, And The Response To Covid-19, Annie A. Hemphill, Bradley D. Marianno
Educational Psychology, Leadership, and Higher Education Faculty Research
In response to the COVID-19 crisis, school districts worked quickly to roll out distance learning plans in the spring. Sometimes these plans impinged upon or were directly in conflict with provisions found in collective bargaining agreements (CBAs) negotiated between teachers' unions and district administration. In this brief, we unpack how urban school systems changed CBAs to make way for learning under COVID-19 conditions. We review COVID-19–related contract changes in 101 urban school districts around the country. We find that twenty-five urban school districts returned to the bargaining table with teachers’ unions to negotiate short-term fixes to CBAs that allowed for …

Artificial Intelligence In Educational Leadership: A Symbiotic Role Of Human-Artificial Intelligence Decision-Making, Yinying Wang
Educational Policy Studies Faculty Publications
Purpose. Artificial intelligence (AI) refers to a type of algorithms or computerized systems that resemble human mental processes of decision-making. This position paper looks beyond the sensational hyperbole of AI in teaching and learning. Instead, this paper aims to explore the role of AI in educational leadership.
Design/methodology/approach. To explore the role of AI in educational leadership, I synthesized the literature that intersects AI, decision-making, and educational leadership from multiple disciplines such as computer science, educational leadership, administrative science, judgment and decision-making and neuroscience. Grounded in the intellectual interrelationships between AI and educational leadership since the 1950s, this paper starts …

Policy Briefs
Students with limited English proficiency face a number of educational challenges, and there are dramatic achievement gaps between these students and their English proficient peers. This brief describes the 3rd, 4th, and 5th grade outcomes of English Language Learner (ELL) students who attend Arkansas Better Chance (ABC) pre-Kindergarten, a state-funded program that is free to income-eligible families. Results indicate that ABC has the potential to improve academic outcomes for ELL students in Arkansas.

With a strong commitment to collaborative action, commission members vowed that the report would not just sit on the shelf—and they have been true to their word. Even the COVID-19 pandemic could not prevent commission members and the organizations they represent from engaging with partners in diverse communities across the state to pursue the report’s vision, goals, and recommendations.
In fact, the pandemic’s dramatic impact on the early childhood workforce and the children and families they serve has only served …
Australia: Pisa Australia—Excellence And Equity?, Sue Thomson
Australia: Pisa Australia—Excellence And Equity?, Sue Thomson
OECD Programme for International Student Assessment (PISA) Australia
Australia’s education system reflects its history of federalism. State and territory governments are responsible for administering education within their jurisdiction and across the sector comprising government (public), Catholic systemic and other independent schooling systems. They collaborate on education policy with the federal government. Over the past two decades the federal government has taken a greater role in funding across the education sector, and as a result of this involvement and the priorities of federal governments of the day, Australia now has one of the highest rates of non-government schooling in the OECD. Funding equity across the sectors has become a …

Enhancing The National Assessment System To Improve Learning Outcomes In Bhutan: Case Study 2020-2021, Anu Radha Sharma, Anannya Chakraborty, Arjun Kumar Gurung
Assessment and Reporting
To measure the efficacy of school sector interventions, Bhutan Council for School Examinations and Assessment (BCSEA) partnered with Australian Council for Educational Research (India) to strengthen its National Education Assessment (NEA) for obtaining evidence on learning, monitoring the progress of learning outcomes, understanding associations between context and achievement, and differences in achievement between groups. Eventually, the assessment reform will support measuring learning at the key stages of grades 3, 6, and 9. This case study report presents an overview of this project.

The COVID-19 pandemic brought about physical school closures and quick transitions online, with universities making decisions for this new mode of instruction. Such decisions, however, were open to discussion and debates, particularly as students and instructors held varying concerns, experiences, and expectations for remote learning. We investigate what these debates are using a cyberethnography of a Facebook group for students and faculty, and an anonymous Freedom Wall page for students in the same university. The concerns centered on workload that balanced academic rigor and practical exigencies; learning modalities that balanced accountability and flexibility; and assessments that balanced academic integrity and …
Futures Under Threat: Education Policy And Barriers To Access For Syrian Refugees In Jordan And Lebanon, Ann Monk
Global Islamic Studies Honors Papers
This study provides a nuanced analysis of some of the most pressing barriers to education for Syrian refugees in Lebanon and Jordan, including: curriculum usage, language barriers, certification, accreditation, insufficient infrastructure, a lack of qualified teachers, child labor and early marriage. In addition, the study proposes a multitude of policy responses to reduce the barriers to access for Syrian refugee students. Several of the most important policy proposals include: standardizing curricula, certification and accreditation, developing remedial programs, enhancing teacher training, hiring Syrian teachers, reducing employment restrictions for Syrians, establishing family outreach initiatives and investing in transportation for students. Furthermore, case …

The International Student Experience At U.S. Community Colleges At The Onset Of The Covid-19 Pandemic, Melissa Whatley, Heidi Fischer
Educational Leadership & Workforce Development Faculty Publications
This study’s purpose is to explore the impact of the COVID-19 pandemic on international students who were studying at U.S. community colleges at the onset of this public health crisis. While previous work has explored the impact of the pandemic on international students generally, we argue that community college international students deserve focused attention due to their potentially marginalized status on their campuses. Using a mixed methods research approach, we analyze survey and interview data provided by community college international educators. Our results speak to two overarching themes: the supports provided to students at the onset of the pandemic (and …

Higher education in Jordan has been tied closely to the state-building process in the century since the modern Hashemite state's foundation in 1921, with its explicit purpose being to educate and train high volumes of students who are competent and capable to serve as contributors to the state's development. Though this purpose has largely been successful to date, it is becoming increasingly clear that more is needed than simply issuing degrees. In an increasingly globalized world, it is necessary to educate those who can contribute to future research arenas and labor markets over which a single state has limited control. …
Novice Teachers' Sensemaking In An Era Of Accountability: Implications For School Leaders, Hays K. Moulton
Novice Teachers' Sensemaking In An Era Of Accountability: Implications For School Leaders, Hays K. Moulton
Antioch University Dissertations & Theses
The purpose of this research study was to examine how novice teachers make sense of the realities of their chosen profession, given their initial motivations for entering the profession. My research into teacher motivation and retention provided evidence that teachers did enter the field for altruistic reasons and that as many as 50% of all new teachers in urban schools did not last beyond five years. When they begin teaching, they find a field that is heavily impacted by strict accountability standards and required mandated testing. I used Sensemaking Theory and Self-Determination Theory to examine how beginning teachers make sense …

Point of view: I am a cisgender, White male in my sixties. I retired recently after working with children in a professional capacity since the mid-1970s. During my education career, I was an elementary school teacher, gifted teacher, research specialist, and director of research and evaluation in a historically White school district that became majority African American during my tenure.
Value of submission: Numerous educational policies and procedures in the United States benefit children from privileged families over their traditionally underserved counterparts, which include students of color and low-income students. This piece describes a public school district’s inequitable practices related …
