In response to the COVID-19 crisis, school districts worked quickly to roll out distance learning plans in the spring. Sometimes these plans impinged upon or were directly in conflict with provisions found in collective bargaining agreements (CBAs) negotiated between teachers' unions and district administration. In this brief, we unpack how urban school systems changed CBAs to make way for learning under COVID-19 conditions. We review COVID-19–related contract changes in 101 urban school districts around the country. Purpose. Artificial intelligence (AI) refers to a type of algorithms or computerized systems that resemble human mental processes of decision-making. This position paper looks beyond the sensational hyperbole of AI in teaching and learning. Instead, this paper aims to explore the role of AI in educational leadership.

Background/Context: Since 2013, opting out of state standardized tests has become a movement—the grassroots, organized efforts to refuse to take high-stakes state standardized tests. In particular, opt-out rates in the state of New York have been consistently fluctuating around 20%.

Students with limited English proficiency face a number of educational challenges, and there are dramatic achievement gaps between these students and their English proficient peers. This brief describes the 3rd, 4th, and 5th grade outcomes of English Language Learner (ELL) students who attend Arkansas Better Chance (ABC) pre-Kindergarten, a state-funded program that is free to income-eligible families. Results indicate that ABC has the potential to improve academic outcomes for ELL students in Arkansas.

To measure the efficacy of school sector interventions, Bhutan Council for School Examinations and Assessment (BCSEA) partnered with Australian Council for Educational Research (India) to strengthen its National Education Assessment (NEA) for obtaining evidence on learning, monitoring the progress of learning outcomes, understanding associations between context and achievement, and differences in achievement between groups. Eventually, the assessment reform will support measuring learning at the key stages of grades 3, 6, and 9. This case study report presents an overview of this project.

The COVID-19 pandemic brought about physical school closures and quick transitions online, with universities making decisions for this new mode of instruction. Such decisions, however, were open to discussion and debates, particularly as students and instructors held varying concerns, experiences, and expectations for remote learning. We investigate what these debates are using a cyberethnography of a Facebook group for students and faculty, and an anonymous Freedom Wall page for students in the same university. This study provides a nuanced analysis of some of the most pressing barriers to education for Syrian refugees in Lebanon and Jordan, including: curriculum usage, language barriers, certification, accreditation, insufficient infrastructure, a lack of qualified teachers, child labor and early marriage. In addition, the study proposes a multitude of policy responses to reduce the barriers to access for Syrian refugee students. Several of the most important policy proposals include: standardizing curricula, certification and accreditation, developing remedial programs, enhancing teacher training, hiring Syrian teachers, reducing employment restrictions for Syrians, establishing family outreach initiatives and investing in transportation for students. This study’s purpose is to explore the impact of the COVID-19 pandemic on international students who were studying at U.S. community colleges at the onset of this public health crisis. While previous work has explored the impact of the pandemic on international students generally, we argue that community college international students deserve focused attention due to their potentially marginalized status on their campuses. Novice Teachers' Sensemaking In An Era Of Accountability: Implications For School Leaders, Hays K. Moulton

The purpose of this research study was to examine how novice teachers make sense of the realities of their chosen profession, given their initial motivations for entering the profession. My research into teacher motivation and retention provided evidence that teachers did enter the field for altruistic reasons and that as many as 50% of all new teachers in urban schools did not last beyond five years. When they begin teaching, they find a field that is heavily impacted by strict accountability standards and required mandated testing.
