Três tópicos sintetizam as preocupações da presente leitura de Tomás Moro: antes de mais, o direito constitucional e a polémica constitucional que acabou em crime político sob forma penal – a decapitação de Moro por traição; depois (mas apenas por comodidade depois, porque está antes de tudo em Moro), o cristianismo, mola propulsora da vida, do pensamento e da obra desta figura; finalmente, a utopia social, o seu contributo para a filosofia política, numa clave que normalmente não é a da maioria dos expoentes recentes do pensamento cristão – e daí, também, a sua originalidade.

Congestion results in losses in productivity, added delivery time, extra costs for consumers, as well as damage to the environment. The most obvious solution to traffic congestion is to build more roads, but the prevailing thought among experts is that adding supply is not an effective long-term solution. Another approach is congestion pricing, where motorists are charged different prices based on demand. A literature review supports congestion pricing’s effectiveness, efficiency, and equity. Perhaps most importantly, a number of case studies suggest that congestion pricing is politically feasible.

High-Stakes Testing: Can Rapid Assessment Reduce The Pressure?, Stuart S. Yeh

This article presents findings about the implementation of a system for rapidly assessing student progress in math and reading in grades K–12—a system that potentially could reduce pressure on teachers resulting from high-stakes testing and the implementation of the No Child Left Behind Act. Interviews with 49 teachers and administrators in one Texas school district suggest that the assessments allowed teachers to individualize and target instruction; provide more tutoring; reduce drill and practice; and improve student readiness for, and spend more time on, critical thinking activities, resulting in a more balanced curriculum. The project of the “Treaty that establishes a Constitution for the Europe”, beyond its political consequences, puts some challenges to the classical constitutional theory. At first sight, it seems completely heterodox towards canon constitutional tendencies, and first of all in what concerns the constituent power classical theories. However, a more rigorous analysis of the history of the modern constitutionalism and its founding texts, mainly French, can lead us to detect very revealing bridges between the liberal modern constitutionalism of the XVIIIth century and the present constitution making of a codified European Constitution. As American education struggles to achieve new competencies for an emerging information age, popular reforms remain locked in industrial-era metaphors. Testing for basic skills, teacher professionalism, and school-business collaboration assumes that schooling prepares workers with skills for predictable roles. Meanwhile, computers and related technologies make possible low-cost information that is transforming learning and jobs. Hierarchical organizational structures that subordinated most employees have given way to flatter, flexible teams. Quasi-autonomous decision making by knowledgeable professionals extends to more and more workers.
