In 2002 Hamann, Wortham, and Murillo noted that many U.S. states were hosting significant and often rapidly growing Latino populations for the first time and that these changes had multiple implications for formal schooling as well as out-of-school learning processes. They speculated about whether Latinos were encountering the same, often disappointing, educational fates in communities where their presence was unprecedented as in areas with a longstanding Latino presence. Only tentative conclusions could be provided at that time since the dynamics referenced were frequently novel and in flux.

Poverty, Gender, and Youth

Looking at the current educational situation of youth in India, this Population Council policy brief argues that significant investments in terms of appropriate policies and programs are required to enable the country to achieve the Millennium Development Goals of universal primary education and elimination of gender disparity in primary and secondary education, harness its demographic dividend, and enable its youth to participate in and benefit from global development. The brief recommends that policy commitments be met and programs be effectively implemented, and notes the importance of high school education in enabling youth to make a successful transition to adulthood. This study compared the teaching practices and efficacy beliefs of traditional middle school teachers and International Baccalaureate Middle Years Programme (IBMYP) teachers in an urban school district using the framework of Stronge's Model of Effective Teaching (2007), Stronge and Tucker's (2003) Teacher Effectiveness Behavior Scale, and Tschannen-Moran & Hoy's (2001) Teacher's Sense of Efficacy Scale. Recommended practices for effective teaching were extracted from the following four categories of Stronge's (2007) Model of Teacher Effectiveness: classroom management and organization, implementing instruction, monitoring student progress, and construct of teacher's sense of efficacy.;A stratified random sample of teachers was selected from four middle …

The extent to which Academic Press and strong social relationships impact Academic Engagement in smaller learning communities (SLCs) situated in large comprehensive urban high schools was investigated. Data were collected through classroom observations, student questionnaires and focus groups with teachers and analyzed using descriptive statistics, multivariate analysis of variance (MANOVA), and content analysis of focus interview transcripts. Findings from the survey data confirm those found in much of the existing literature, namely that students experiencing high levels of Academic Press were more often the most academically engaged. Looking at the current educational and employment situation of youth in Andhra Pradesh, this Population Council policy brief argues that significant investments in terms of appropriate policies and programs are required to enable the state to achieve the Millennium Development Goals of universal primary education and elimination of gender disparity in primary and secondary education, harness its demographic dividend, and enable its youth to participate in and benefit from global development. Notwithstanding the state’s existing policy commitments, findings indicate that several challenges remain. The brief recommends a number of policies and programs to overcome these challenges.

The No Child Left Behind education act mandates that school districts develop supplemental educational service programs for students not demonstrating mathematical proficiency on state standardized math assessments. This study addressed the problem of poor attendance adversely affecting grades and learning. Current school policies do not address problematic attendance for all school-aged children, perpetuating trends of academic failure. The research objective was to determine if unexcused absences had a greater negative impact on a high-stakes test compared to excused absences and then develop a manual of best attendance policies to better serve all school-aged children. Congressional concern about homeless students resulted in the McKinney-Vento Act (MCKV) in 2001, which provides funds to local educational agencies (LEAs). MCKV is almost a decade old, yet no evaluations of its academic effectiveness have been reported. The lived experiences of high school English language development teachers as they interpret English language development and one state's high school exit exam instructional policies were explored in this phenomenological study. The conceptual framework that supported this study is based on the theory of sensemaking, the processes by which educators interpret and implement policies. This dissertation focuses on educational reform in New York State in relation to two policies that I term "dual reform." The 1996 Regents graduation policy required all students to participate in the college-prep curriculum and attain a Regents diploma, while the 2001 Career and Technical Education (CTE) policy promoted integrative approaches to teach academic topics within CTE. The central study questions were: How has literacy reform been constituted in relation to CTE within two rural communities? How does CTE enable and constrain youth literacy learning and development?

By simultaneously using neighborhood, housing, family, and personal factors to identify at-risk students, education officials can link students to the social programs they need to meet their individual needs. Some states have a historic predisposition to a private post-secondary education sector, while others have a tradition of strong public institutions. In all cases, public post-secondary relies on state revenue for their general operating and capital budgets.
