The federal government has made education a competition among ourselves. Learning is not a rivalry to be imposed on our physical and cognitive development as humans. Escalating beliefs recognize education is more encompassing than CCSS, assessments and the grade level time frames in which standards are to be taught. On the precipice of anti-intellect, low expectations, and what has been termed “The Dumbing of America” an investigation into what it would take to close the achievement gap and increase student learning is overdue.

Academic writing is an undervalued practice in secondary education. Many teachers outside of the English Language Arts struggle to implement writing into their curriculum due to their lack of confidence in teaching different writing skills and the amount of time teaching and assessing writing can require. Writing is extremely beneficial to students developing content knowledge and discursive writing skills; however, because not many teaching emphasize the importance of writing, students do not develop necessary writing skills. Implementation of the common core state standards began in 2010 for public school districts across the United States, and research about the impact of these standards on teaching and learning in smaller rural schools is limited. The purpose of this qualitative multiple case study was to describe how K-12 English language arts teachers in rural remote schools integrated the common core state standards into curriculum, as defined by Aoki's theory about planned and lived curriculums, which formed the conceptual framework for this research. The Common Core State Standards (CCSS), published in 2010 and adopted by the majority of U.S. states, established a set of expectations for student writing in K-12 education. In describing these expectations, the CCSS used three general “text type” classifications: Narrative, Informative/Explanatory, and Argumentative. While the CCSS outlines the general expectations for students writing in these text types, the linguistic and genre expectations were not fully expressed. This study examines 34 student exemplar texts provided in an appendix to the CCSS in order to determine the genre and linguistic expectations for student writing in K-12 education. This study examined the latest mandated government policy of the Common Core State Standards (CCSS) and the Partnership for Assessment of Readiness for College and Careers (PARCC), which fully took effect during the 2014-2015 school year. The study sought to look at these changes through the eyes of a group of elementary teachers in rural Illinois as they work with and through these policy mandates during their initial year of implementation.

On February 11, 2010, in an unprecedented joint meeting, the chairs of the Kentucky Board of Education, the Council on Postsecondary Education, and the Education Professional Standards Board signed a resolution directing their respective agencies to implement the Common Core State Standards in English/language arts and mathematics. This act formalized Kentucky’s commitment to integrate the nascent standards into the state’s public education system – the first state to do so. The study aimed to examine teachers’ and students’ views on the impact of the Expository Reading and Writing Course (ERWC) on students’ college readiness and on teaching practices. Literature in the areas of college readiness, critiques of the English curriculum at the secondary level, and a review of research on the effects of ERWC are summarized. The mixed-methods study used a teacher survey, teacher interviews, and student focus groups. Findings showed that teachers reported making numerous changes and improvements in their teaching as a result of attending a professional development program and also reported making changes in other courses. In my dissertation, I investigate the way in which English Language Arts (ELA) state standards are being interpreted and implemented, and how this implementation process affects the curricular decisions teachers make. This project focuses generally on the standards movement in American education, and more specifically on the ways teachers navigate the standards in their own classrooms.
