The introduction of site-based management has had an impact on the operation of school systems in Tennessee; however no one seems to know for certain what that impact was. Findings from this study revealed that there is a basic understanding of the impact of site-based management as perceived by superintendents, board chairpersons, principals, personnel, budget, curriculum, and staff development administrators. Findings also revealed that central office staff and principals, for the most part, perceive that the superintendents and board chairpersons were supportive of site-based management programs. One hundred and eighty-one educators, including board chairpersons, responded to a fifty-four item questionnaire. …

The problem of this study was to identify and discriminate the perceptions of administrators, Career Ladder teachers, and non-ladder teachers in the Tennessee public schools toward the Tennessee Career Ladder Teacher Evaluation System. Demographic data and information were collected by a state-wide survey of Tennessee educators. Two research questions were raised to guide the study. The comparison data collected pertained to sex and age of the participants, highest degree completed by the participants, participants' Career Ladder status, professional membership, professional experience, and the type and classification of school in which the participants worked. Sustained silent reading (SSR) is a practice involving readers in the process of reading over a designated time period. The basic assumption, in a pedagogical sense, is that practice in reading contributes to reading achievement. Durkin (1983) suggested that the focus of any reading program should be the development of competence in independent silent reading. In the same light, Gambrell (1978) proposed that "cormnonsense notions about the reading process tell us that independent reading skills are enhanced through daily practice in silent reading ... This population study of the certification qualifications of the secondary science teachers of the Upper East Tennessee region in 1984-85 was conducted to determine if there was a qualification shortage in any science-teaching area at the beginning of the Comprehensive Education Reform Act (CERA). Data were obtained from the Tennessee State Department of Education Preliminary Report Forms for Staff. Subject certification data and 1984-85 teaching assignment were analyzed to find percentages of infield, out-of-field teaching and the size of the internal pool of active certificated science teachers who were not teaching. The problem of this study was to determine if achievement scores in reading and language arts could be increased for students who participated in the newspapers in education program. Ninety-three seventh grade students were selected for the study; seventy-seven students completed the study, sixteen students were lost due to attrition. Two experimental groups and one control group were selected by random assignment from the seventh grade class at one school. The Metropolitan Achievement Test was administered to all students as a pretest. After completion of the experimental treatment in two successive twelve week periods, the Metropolitan Instructional Test for reading …

Encouraging Recreational Reading Through Book Talks, Edward J. Dwyer

Children who have adequate reading skills rarely do any reading that is not specifically required in school. Reading for fun, and sometimes even required reading are frequently given a low priority when time for reading competes with sports, television, free play, music and dance lessons, etc. However, recreational reading is of critical importance for reinforcement of what is learning during reading instruction. The book talk is an excellent approach for motivating students to read outside of the classroom and during opportunities for free reading provided at school. Further, development of important oral communication skills can be fostered as well.

Using an instrument entitled, "A Taxonomy for the Analysis of Collective Bargaining Agreements with Regard to Implications for Curriculum and Instruction" devised by Raymond E. The purpose of this study was that of determining if intelligence quotient mean test scores of middle school students of different races, sexes, and socioeconomic classes could be significantly increased through the use of tangible and intangible rewards of money and praise. One hundred and thirty-five students from lower and middle socioeconomic classes were randomly assigned to three groups. The stratified groups, two experimental and one control, contained approximately the same numbers of male and female students. The students were identified as lower and middle socioeconomic class whites and lower socioeconomic blacks. A counterbalanced design was employed for the study. …

The growing interest in the self-concept as a factor to learning and the idea of confluence as a possible motivator for building positive self-concepts influenced the direction and intention of this study. The problem of this study was (1) to develop a confluent language arts program designed to improve the self-concepts and reading achievement of students; and (2) to determine if there were increases in self-concept and reading achievement scores after participation in the program. Children with parents who demonstrate a highly positive attitude toward reading and who read to their children generally profit from instruction when they begin learning to read and also enjoy considerable success (Durkin, 1966; McCormack, 1977). On the other hand, a review of current research indicates that there is little information available which demonstrates how school-age children as well as adults say they feel about reading. Further, Zirkel and Greene (1976) suggested that "there is a paucity of verbal self-report instruments in the reading attitude assessment area" (p. 107).

Cloze has a rich and interesting history as a method for encouraging reading achievement as well as for use as on approach to measuring reading competence. Cloze can be used effectively in instructional programs in many ways, including ( 1) paired or small group wo;k, (222) "crossword cloze" type activities, and (3) multiple-choice type formats. The "doze informal" contains a series of graded passages which presents reading instructors with a method for matching students with appropriate instructional materials. In the "cloze informal", students' scores are obtained from performance on a series of cloze passages. Scores can be used to assess …
