This explanatory sequential mixed methods study explored how and why dual language (DL) teachers used technology and the extent to which their use of technology supported the goals of DL of bilingualism, biliteracy, academic achievement, and sociocultural competence. The study was guided by Mishra and Koehler’s (2006) technological pedagogical content framework, Bunch’s (2013) pedagogical language knowledge, Biesta’s et al. (2015) teacher agency framework, and Moersch’s (1997) levels of technology implementation framework. This study delves into the perceptions of Ghanaian teachers regarding the effectiveness of the bilingual literacy program – Transition to English (T2E) – in addressing the literacy gap at the elementary level. Recognizing the significance of second language acquisition for early-grade learners in multilingual communities, the research focuses on investigating the expectations and sustainability of the program. The study involved in-depth interviews with 11 Ghanaian teachers from three public basic schools who have experience with the T2E and one private school who has no experience. The purpose of this Community-Based Participatory Action Research (CBPAR) study was to work with local stakeholders involved in the RAFT (Relationships Among Families and Teachers) Project pilot study (Haines & Reyes, 2022a) to identify the constructs necessary to understand the impacts of RAFT implementation and build a tool to assess those constructs. The Participatory Action Research Team (PART) involved in this study included school administrators, Multilingual (ML) teachers, classroom teachers, home-school liaisons, and families. Of the roughly 3.5 million public school teachers in the United States, approximately 80% are White. In contrast, about 51.7% of the nation’s students are African American, Hispanic, Asian, and American Indian. This mismatch is expected to grow as the number of BIPOC students in our nation’s public schools continues to increase. This study solicited experts in relational violence across the United States using the Delphi methodology and grounded theory. This research was conducted in two phases and designed to answer two primary questions: (1) What cultural beliefs are involved in relational violence in the United States? And (2) How are the beliefs about relational violence maintained? The findings showed agreement from the experts on the societal beliefs that hold relational violence, the specific beliefs held by the abuser, and the impacts of these beliefs on the survivor. The U.S. is growing in its recognition of the value of multilingualism, and is rapidly expanding educational programs, such as dual language immersion (DLI), to that end (Singleton et al., 2018). However, the historical socio-political, regulatory, and cultural contexts have led to a current climate that may not demonstrate equivalent value of its multilingual teachers (Flores & Rosa, 2015).
