The purpose of this paper is to critically assess the effectiveness of Fiscal and Monetary Policies in the South Pacific Island Countries. The paper tracks down the economic growth for the last 20 years between 1990-2010, and drawing from key fiscal and monetary policies in place during the time under consideration, as well as specific interventions in the region, we find that: 1) While the South Pacific Island Countries (SPICs) particularly the six major economies (Solomon Islands, Fiji, Vanuatu, PNG, Samoa, Tonga) pursued fiscal and monetary policies for promoting growth and diversification of their economies, their fiscal policies relied heavily …

With few minerals or other natural resources, Rwanda believes that she can still achieve her ambitions by investing in human capital - her unique resource. If this ambition can be achieved, then is this the next role model for international development? We used a case study design and analysis methods to examine development models used elsewhere in recent decades, using both qualitative and quantitative data on Rwanda to establish the comparative advantages in relation to Singapore’s economic development model. Investors have always wanted to improve the efficiency of modeling realized volatility to maximize directional trading returns and substantially improve profitability. As proposed, this honors project will provide evidence from hedge fund returns that a Radial-Basis Function (RBF) artificial neural network (ANN), specifically the Kajiji-4 RBF-ANN dominates other forecast methods in producing one-period ahead change-of-direction when forecasting the expected returns of various hedge fund indexes.

Towards Evaluating The Quality Of A Spreadsheet: The Case Of The Analytical Spreadsheet Model, Thomas A. Grossman Jr., Vijay Mehrotra, J Sander

We consider the challenge of creating guidelines to evaluate the quality of a spreadsheet model. We suggest four principles. First, state the domain—the spreadsheets to which the guidelines apply. Second, distinguish between the process by which a spreadsheet is constructed from the resulting spreadsheet artifact. Third, guidelines should be written in terms of the artifact, independent of the process. Fourth, the meaning of “quality” must be defined. We illustrate these principles with an example. We define the domain of “analytical spreadsheet models”, which are used in business, finance, engineering, and science. We propose for discussion a framework and terminology for …

Growing research on Free/Libre Open Source Software (FLOSS) has addressed a variety of questions focusing on aspects ranging from open source development processes and developer motivation, to economic and policymaking implications. Nevertheless, a few authors have examined the adoption of FLOSS and its impact on organizational change and innovation. The search for great goalscorers in football has been traditionally tunnel-visioned. Prestigious individual football awards, such as the Golden Boot and the Ballon d’Or, are almost automatically given to the player with the highest goal count. Simple. Nothing usually complicated about this selection process. Except, this one-dimensional approach may be missing some less-then-obvious gems of goalscoring by not considering the overall contributions a player makes to his team’s offensive performance as indicated by more subtle measures.
