The purpose of this research was to develop and apply a systems theoretic framework for design, analysis and transformation of competency models using an inductive research design. This research examines the origins and development of competency models from a systems theoretic perspective. Competency models have been largely developed by a comparative method first proposed by McClelland, or the use of Delphi method survey techniques. The assumption that a population containing an exemplar and fully successful members would enable population of a holistic competency model has reported numerous failures. The main goal of the research was to identify the relationships that the internal research team environment and external coaching variables had with the degree of shared leadership in the context of Six Sigma teams from the North Shore LIJ Health System. Furthermore, the research ascertained the relationships that these variables had with two performance metrics: a team's ability to complete project deliverables and satisfy customer's requirements. Organizations have placed an overwhelming emphasis on extrinsic motivation of its workforce, normally in the form of financial incentives, in an attempt to assure individual and organizational high performance. While a significant level of financial resources is expended in this attempt to predict and influence employee behavior, no objective evidence exists of a favorable return of investment. In fact, the primary impact of most extrinsic motivation might actually be demotivation – the opposite of the intended use.

Training is a multi-billion-dollar industry, and with the advent of the training technology revolution and the possibilities it provides to business and government, as well as to the academic community, it is important to determine if the money invested in training by these communities is providing the expected performance on the part of those who are trained. This can be done by quantitatively evaluating the relationship between training and performance.
