This qualitative case study examines the gap between expectations of board performance held by the senior leadership and the governing board's self-perception of their role in the governance of the nonprofit organization. The primary research question is: Is an analysis of the gap between governance expectations and the board members' self-perception of governance performance an effective methodology for enhancing the efficacy of the governing board of directors? Nonprofit governance and its effectiveness are difficult concepts to define, given the wide disparity in organizational sizes, structures, and missions. Between early 2010 and May 2011 the Windham Housing Trust conducted a feasibility analysis to study the possibility of merging with or acquiring the Rockingham Area Community Land Trust, a similar community land trust organization providing affordable housing in an adjacent county.

This study analyzed the one year feasibility study and merger negotiation process between the two organizations, and explored the complex set of relationships between financial partners, communities, residents, and funding stakeholders. The methodology for this work included reviewing current literature about nonprofit mergers and acquisitions, funder involvement, and community impact of consolidating services. In public organizations, organizational commitment plays a significant role in determining both efficiency and efficacy of the organization. Organizational commitment is just like an invisible hand affecting the performance of staff. The degree of organizational commitment can also be a double-edged sword, by which performance outcomes can either be promoted dramatically or impaired greatly. The purpose of the paper is to examine the determinants of organizational commitment, especially the relationship between organizational commitment and organizational democracy.
