The aim of this study was to answer the question, according to the Competing Values Framework, what is the organizational climate of the Abilene-Taylor County Public Health District (ATCPHD)? Organizational climate for this study refers to the collective perceptions of employees on their interactions with their peers, management, and the organization. This study surveyed the 64 employees at the ATCPHD with the Organizational Climate Measure (OCM). Forty employees participated in the study. The study determined that the climate of the ATCPHD, according to Competing Values Framework (CVF), was the Human Relations organizational climate with a secondary climate of Relational Goals. …

Advocacy and leadership style are essential concepts in education. This qualitative case study was undertaken to demonstrate how Robert K. Greenleaf’s servant-leadership framework could be a useful framework to adopt by educational leaders and child advocates. Servant-leadership identifies the needs of others as a primary goal of leadership. The study contributes to understanding the value of exemplary servant-leadership and advocacy in public education as demonstrated by David Lawrence Jr. The researcher addressed questions regarding how Lawrence embodies servant-leadership traits and explored how a servant-leader has been positively influencing early childhood public educational policy in Florida to benefit all children.

This Article examines the significant problem of fraud within nonprofit organizations and demonstrates that current anti-fraud measures do not adequately reflect the important role employees play in perpetuating or stopping fraudulent activity. Psychological and organizational behavior studies have established the importance of (1) participation and (2) peers in shaping the behavior of individuals within the organizational context. This Article builds on that research and establishes that to successfully combat fraud, organizations must integrate employees into the design, implementation, and enforcement of anti-fraud strategy and procedures. Richard Cornuelle’s Reclaiming the American Dream: The Role of Private Associations and Voluntary Associations (RtAD) has been subjected to numerous interpretations in the more than half a century since its original publication in 1965. In this conference paper, the continuing importance of this work is reconsidered. Several of the issues that Cournelle raised are still important today. Thus, the label Independent Sector offers one possible solution to the continuing question of how to refer to the third sector.

Modeling Third Sector Organizations: A Proposal For An Organizational Modeling Language, Roger A. Lohmann

Sector-talk is one of the stable features of discussions of nonprofit organizations today. However, little progress has yet been made in defining or measuring the allegedly different social relations which characterize the sectors. This paper proposes an approach to operational definition of the sectors, grounded in use of chemical modeling software to modify the lowly organization chart. The organizational modeling language proposed here addresses four dimensions: dominance, exchange, intimacy and mutuality.

This article offers an analysis of a struggle for control of a women’s development project in Nepal. The story of this struggle is worth telling, for it is rife with the gender politics and neo-colonial context that underscore much of what goes on in contemporary Nepal. In particular, my analysis helps to unravel some of the powerful discourses, threads of interest, and yet unintended effects inevitable under a regime of development aid. Discussions of boards in the third sector literature usually proceed from assumptions grounded in Weber’s rational-legal authority and international management principles like those of Henri Fayol. The generalizations made about boards are based on rational-legal views of the board as the principal governing body of a nonprofit organization. Much less frequently examined are the roles and functions of boards in organizations grounded in other forms of authority. Special Events And Community Elites: An Exploratory Study, Roger A. Lohmann

Special events are an important phenomenon in the American voluntary sector, both as a form of fundraising activity and as celebrations of the efforts of volunteers and recognition of the importance of causes and problems. This unpublished paper reports on a study of a national sample of elite special events publicized in a national circulation magazine which at the time published a regular feature in each issue highlighting charitable events. Findings profile the kinds of events and beneficiaries identified as special events during the 1980s, before an extensive amount of fundraising research had been done.

The advent of federal funding for rural social services during the late 1960s and 1970s brought about changes in the political organization of rural America. A host of new organizational actors, like Area Agencies on Aging and various local aging agencies were created in rural communities across the country, in the wake of Baker v. Carr with its “one man/one vote” principle and funding through programs like the Economic Opportunity Act and the Older Americans Act. In 1967, the U.S. Labor Department and Office of Economic Opportunity and other federal agencies undertook an experiment in regional manpower planning labeled the Cooperative Area Manpower Planning System, or CAMPS. This paper, written during my graduate program in public administration, 1969-1970 reflects my experience as a rural community action program director and an ex-officio participant in the CAMPS planning process of a rural region in southern Minnesota during 1967-1968.
