This chapter introduces the role of the knowledge gatekeeper as a mechanism by which knowledge is created and transferred in a networked environment. Knowledge creation and transfer are essential for building a knowledge based economy. The chapter considers obstacles that inhibit this process and argues that leading firms create a shared socio-cultural context that enables the condivision of tacit meanings and codification of knowledge. A strategic process is desirable for project-based organizations in order for them to be efficient and effective when developing Modeling & Simulation (M&S) systems. This thesis proposes an overarching process that combines traditional M&S and Engineering Management methodologies in a new framework to support M&S organizations during the procurement process.

This thesis proposes both a Strategic Project Management Process (SPMP) and a systems engineering process for M&S federation development projects. A review of research from organizational behavior supported the guidelines by corporate planners: that is, use an explicit approach for setting objectives, generating strategies, evaluating strategies, monitoring results, and obtaining commitment. To determine whether these findings could be applied to strategic decision making in organizations, a review was made of all published field research on the evaluation of formal planning. Formal planning was superior in 10 of the 15 comparisons drawn from 12 studies, while informal planning was superior in only two comparisons. This paper provides guidance to an analyst who wants to extract insight from a spreadsheet model. It discusses the terminology of spreadsheet analytics, how to prepare a spreadsheet model for analysis, and a hierarchy of analytical techniques. These techniques include sensitivity analysis, tornado charts, and backsolving (or goal-seeking). This paper presents native-Excel approaches for automating these techniques, and discusses add-ins that are even more efficient. Spreadsheet optimization and spreadsheet Monte Carlo simulation are briefly discussed. The paper concludes by calling for empirical research, and describing desired features spreadsheet sensitivity analysis and spreadsheet optimization add-ins.

This is challenging given the restraints on the number of courses that can be included in a typical CS or IS program. Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. This investigation contributes empirical results of differences identified in key project stakeholders with respect to their use of knowledge transferred across projects. Gender and role were the two individual characteristics investigated. Project managers and members of project teams were the key stakeholders analyzed. Data was collected from 71 closed projects using a survey composed of closed-ended questions. The data collected was cross tabulated and statistically analyzed using Friedman's test and Spearman's correlation.
