[Excerpt] This introductory chapter addresses three topics. The first section examines the historical origins of Mexico's postrevolutionary authoritarian regime, focusing on the principal institutional and coalitional legacies of regime formation in the aftermath of the 1910-1920 Mexican Revolution. It also addresses briefly the relationship between authoritarian rule and import-substituting industrialization from the 1940s through the 1970s, as well as the challenges posed by economic crisis in the 1980s. [Excerpt] This paper argues that while the internationalization of the economy has tended to weaken national labor movements, the internationalization of domestic politics may expand the traditional arenas for strategic action for labor unions. In particular, the North American Free Trade Agreement has been portrayed by some of its many critics as representing the consolidation of a neoconservative or neoliberal project that will not only shape the future economic development of the region, but also constrain its social policies and limit its political options (Grinspun and Cameron 1993: Chapter 1). En la era del TLC se han creado nuevos intereses, recursos, aliados y arenas para la acción estratégica tanto de actors gubernamentales como no gubernamentales. Si muchas organizaciones populares vieron en el TLC una continuación de la desigualdad, sin embargo también encontraron una coyuntura para la emergencia de coaliciones transnacionales de corte popular. Así se formaron redes de apoyo entre trabajadores mexicanos y estadounidenses. Muchas organizaciones no gubermentales vencieron su desconfianza hacia los vecinos del norte.
