This fact sheet details how city and county governments within the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah allocated funds from the State and Local Fiscal Recovery Fund (SLFRF) portion of the American Rescue Plan Act (ARPA). Brookings Metro in partnership with the National League of Cities and the National Association of Counties created the “Local Government ARPA Investment Tracker” to display how communities across the country allocate this financial resource. This interactive site allows budget information from cities and counties to be added as such decisions are made.

Some minority business enterprises (MBEs) have limited capital for setting up their businesses, which often leads to business failure. Grounded in entrepreneurship theory, the purpose of this qualitative multiple-case study was to explore strategies MBEs used to access capital to improve their competitive positioning and profitability. First introduced in 1875, Blaine Amendments restrict private, parochial schools from utilizing publicly acquired funds. While the federally proposed Blaine Amendment died on the Senate floor, 37 states have adopted constitutional language that limits and/or bars religious schools from receiving public funds. Fraught with bigotry and labeled as discriminatory, such measures have not gone without challenge and the judicial system has delivered numerous decisions on funding public and private schools. However, jurisprudence reveals significant shifts in court decisions over time. Through analysis of Supreme Court cases from Everson v. Board of Education (1947) to Espinoza v. Post the global financial crisis of 2008, the National Aeronautical and Space Administration (NASA) sought to expand the space economy through a public policy of commercialization. This has brought major changes to the composition of space mission funding strategies, now repositioned as public private partnerships (P3s). Formed to fund space missions with private finance in lieu of public funding, P3s are investment and risk-sharing vehicles evaluated by financial intermediary institutions, insurers, and at times, the courts in the case where there is foreign direct investment (FDI) agreement. The relationship between expenditures and readiness level is a topic of interest to military senior leaders, defense resource planners, and the American taxpayer alike. Senior leaders within the Air Force (AF) justify increased defense budgets by pointing to the potential adverse effects that decreased funding could have on military readiness. Attracting investors and generating funding is a key issue for all start-ups. The information asymmetries between investor and start-up need to be reduced. Despite the overwhelming literature on venture capital financing and different signals reflecting venture quality, pinpointing the signals which impact funding decisions remains an open issue. This paper examines the inequalities that exist between male and female CEO’s and other top executives by analyzing the effect of gender diversity when it comes to venture capital funding and firm performance. Building off of previous research, I focus on three major areas. First, I utilize data from 2016 to 2018 found in PitchBook and Wharton Research Data Services (WRDS). This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. Although growth in U.S. community colleges has been exponential, a major challenge accompanying that growth has been the source of funding, which has consisted of shifting proportions of tuition, local taxes, and state aid. The shift away from state aid toward fundraising, profit-oriented research, sophisticated financing, and higher tuition presents challenges and unintended consequences. Over the past 15 years, privately held small businesses generated nearly two-thirds of the net job growth in the United States, yet much of what scholars know regarding the capitalization challenges faced by small businesses is limited to data from large corporations. In 2013 alone, business bankruptcies numbered 33,212, and each year approximately 10% to 12% of U.S. small businesses close. However, these economic agents suffer from inadequate access to liquid funds to finance their operations. The liquidity gap has led to early bankruptcy and liquidation, stagnant growth and development, and fewer employment opportunities.
