This fact sheet details how city and county governments within the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah allocated funds from the State and Local Fiscal Recovery Fund (SLFRF) portion of the American Rescue Plan Act (ARPA). Brookings Metro in partnership with the National League of Cities and the National Association of Counties created the “Local Government ARPA Investment Tracker” to display how communities across the country allocate this financial resource. This interactive site allows budget information from cities and counties to be added as such decisions are made.

The purpose of this fact sheet is to summarize findings on capital flows across Mountain West states and counties, and within Nevada cities. The “Gauging Investment Patterns across the US” report by the Urban Institute present findings of overall volume of capital deployed, racial equity of investments, and income equity for each respective geographic area. The full report further breaks down these three main categories into 18 other metrics.

Recent world events have reemphasized the importance of controlling and reporting of terrorism financing – one of the major reasons for National and International Anti Money Laundering procedures since the early 1980’s.
Although initially focused on commercial banking operations, casinos have been brought under the scope of that legislation since 1990 – as “money service businesses.” The explosive growth of the Macao casino business on the world gaming since 1995 has led to implementation of new rules for the casinos operating in that jurisdiction.

In 1899 the National Municipal League declared that it was the duty of the Mayor to submit to the Council the annual budget of current expenses of the city, for almost as long, the budgeting process has been researched (Hou, 2006). Researching budgets is important and needed but comparatively little attention has been paid to revenue forecasts or to those responsible for the generation of revenue forecasts. There has not been an equity study of the public school funding allocation system, in the state of Utah, since 1990. The purpose of the study was to conduct an analysis of the equity of the Utah state funding allocation system for K-12 education including a trend analysis for the decade 2000-2009. The conceptual framework for the analysis applies four broad concepts of equity framed by Kern Alexander; (1) communitative equity, (2) distributive equity, (3) restitutive equity, and (4) positivism. Boulder City (City) is unique in the State of Nevada as being a non-gaming city, maintaining a controlled growth ordinance, and steadfastly holding to its “small town” values and character. The City has been facing budgetary challenges as future expenditures are anticipated to continually exceed revenues if current services levels are maintained. Indeed, fiscal reviews indicate the City has been transferring contingency monies between funds to cover overages for the past several fiscal years. This “robbing Peter to pay Paul” methodology may offer a temporary solution to the shortage but may be detrimental as a long term solution.

The Department of Energy (DOE) has approximately 43,000 cubic meters of mixed-low-level waste (MLLW) with alpha emitting concentrations of 10 to 100 nanocuries per gram (nCi/g) generated from the nations defense programs requiring radioactive waste disposal [1]. DOE has decided to commingle MLLW containers with transuranic (TRU) waste containers in larger containers such that the average concentration in the larger container would qualify as TRU waste for deep geologic disposal at the Waste Isolation Pilot Plant (WIPP). Since Congress has exempted the WIPP mixed TRU waste from the Resource Conservation and Recovery Act (RCRA) [2] requirement to treat the waste …

Clark County School District is one of the largest school districts in the nation with a student population of 203,616 for 1998-1999. Talk of deconsolidating Clark County School District has been proposed by Assembly persons. However, as recent as November 2000, another initiative for deconsolidation and reconfigurations had not been approved by the voters. One of the issues surrounding deconsolidation is the district's bond debt. An equitable division has not been reached should Clark County School District deconsolidate.
