Blaine Amendments And The Judiciary: An Analysis Of Government Aid To Religious Schools, Dustin A. Robinson
Blaine Amendments And The Judiciary: An Analysis Of Government Aid To Religious Schools, Dustin A. Robinson
USF Tampa Graduate Theses and Dissertations
First introduced in 1875, Blaine Amendments restrict private, parochial schools from utilizing publicly acquired funds. While the federally proposed Blaine Amendment died on the Senate floor, 37 states have adopted constitutional language that limits and/or bars religious schools from receiving public funds. Fraught with bigotry and labeled as discriminatory, such measures have not gone without challenge and the judicial system has delivered numerous decisions on funding public and private schools. However, jurisprudence reveals significant shifts in court decisions over time. Through analysis of Supreme Court cases from Everson v. Board of Education (1947) to Espinoza v. Montana (2020), this work …

Using Behavior Economic Nudges To Facilitate Client Follow-Through In Financial Coaching, Charlene Hurst
Electronic Theses and Dissertations
While benevolence-based programs have been a large part of meeting immediate financial needs of the poor, they lack the relational aspect needed to facilitate long-term behavior change. Recently many social service organizations have adopted financial coaching as a promising replacement for benevolence programming. The field of coaching has dealt with its own challenges. Most coaching practitioners surveyed in 2016 and 2019 acknowledged lack of client follow-through as their number one challenge. Behavior economics offered nudges as a solution. Nudges are cues placed within the physical environment to prod clients toward behavior change. A quantitative field study was conducted to evaluate …

Vital Signs Of U.S. Osteopathic Medical Residency Programs Pivoting To Single Accreditation Standards, Timothy S. Novak
Vital Signs Of U.S. Osteopathic Medical Residency Programs Pivoting To Single Accreditation Standards, Timothy S. Novak
USF Tampa Graduate Theses and Dissertations
Osteopathic physician (D.O.) residency programs that do not achieve accreditation under the new Single Accreditation System (SAS) standards by June 30, 2020 will lose access to their share of more than $9,000,000,000 of public tax dollars. This U.S. Centers for Medicare & Medicaid Services (CMS) funding helps sponsoring institutions cover direct and indirect resident physician training expenses. A significant financial burden would then be shifted to marginal costs of the residency program’s sponsoring institution in the absence of CMS funding. The sponsoring institution’s ability or willingness to bare these costs occurs during a time when hospital operating margins are at …

Spend Your Student Loans On A Vacation. No One Is Watching., Raul A. Hernandez, Morten Buttler
Capstones
Student loan debtors who spend their loans on non-educational expenses increase the likelihood of financial hardship once they begin repayment. Contributing to the financial struggles of student loan debtors is an overly-complicated student loan system which can entangle borrowers with unclear financial statements and a glut of federal loan repayment programs.

Simulation Of Tax Revenues From Individuals Receiving Advanced College Degrees, Dejing Kong
Department of Industrial and Management Systems Engineering: Dissertations, Theses, and Student Research

Many state universities want to contribute more to the state’s economy as well, and state universities frequently have relevant economic development activities and offices. The state universities normally receive annual budgeted financial support and occasional special funding from the state government while the state expects contributions to the economic growth and an educated citizen in return. In this research, the economic impact of a graduate degree funded by the state government was considered in the state of Nebraska.

I use four measures of educational qualification in this study, namely postgraduate degrees, degrees obtained from prestigious domestic universities, degrees obtained from developed countries, and …

Combining Forces: The Joint Defense Agreement In Civil Litigation, Stephen Messer
Stephen Messer
From day one of law school aspiring lawyers are taught that information shared in confidence between a lawyer and his client is confidential. Although all lawyers are well aware of this, surprisingly few know that conversations with a client and someone else's lawyer can also be privileged. This is what happens when a joint defense agreement is created; Joint defense agreements extend the attorney client privilege throughout the entire defense camp in cases where multiple defendants and their counsel have common interests in the litigation. This often overlooked, yet highly effective legal strategy may serve as a valuable tool for …

An Investigation Of A Methodology To Assess District Performance, Peter Simpson, Robert K. Gable, Stacey L. Kite
An Investigation Of A Methodology To Assess District Performance, Peter Simpson, Robert K. Gable, Stacey L. Kite
School Finance and Student Achievement
This study investigates a resource-based methodology to assess district performance as an indicator of student achievement on standardized assessments. The problem that this investigation addresses is that performance measurement and the associated decision-making is indeterminate. There is a lack of empirical research that relates decision-making about resource utilization to performance.
The study utilizes structuralism to assess the relationship between the independent variable of resource utilization and the dependent variable performance. Complex Adaptive System theory is used as a framework for Concept Mapping methodology. The study is grounded in theories from Complex Adaptive Systems and Microeconomics that state that performance is …

Connecting Resources To Student Achievement: Assessment Of The Indeterminacy Of District Performance, Peter Simpson, Robert K. Gable, Stacey L. Kite
School Finance and Student Achievement
The purpose of this study is to conduct cluster analyses, resulting in groupings of N=113 districts based on socioeconomic status (SES), which is the independent variable and primary correlate of performance. It is a quantitative analysis of N=113 districts in Massachusetts for the period from 2000 to 2005. The study conducts cluster analyses to evaluate district performance as measured by student achievement. The problem is stated by National Research Council (1999) that: “Indeterminacy characterizes education production”. Indeterminacy is represented by variation in the N=113 districts’ performance. The groupings of performance obtained from the cluster analyses provide information about the types …
