In recent years, the number of U.S. companies trying to merge with a foreign company and thereby reincorporate themselves in countries with a lower corporate tax rate – a practice known as corporate inversion – has skyrocketed. The public outcry in 2014 against corporate inversions led the U.S. Treasury to release a series of new anti-inversion regulations, and more policy changes are in the process of being debated. Microfinance is the wunderkind of many development experts. Its presence is overwhelming in Cameroon but many Cameroonians choose instead to put their hard earned money in the informal financial sector. Heavily rooted in cultural traditions of the West Region, this informal financial sector is where the poorest Cameroonians gain access to credit – not necessarily the “village money lender” as is assumed by many scholars of microfinance. The global capitalist model produces economic centers and peripheries on many scales. In Fortaleza, Brazil this pattern is evident, with the majority of the wealth and capital concentrated in central neighborhoods. As one travels to the edge of the municipality, one encounters economically and socially marginalized communities. One of these communities, Conjunto Palmeira, has attempted to mollify this exclusion by imagining and exploring new modes of existing and finding economic growth outside of the capitalist model. In 2002, Projeto Saúde e Alegria, an NGO dedicated to improving the health, education and socio-economic situation of rural caboclos communities of the greater Santarém region of Pará, began a microcredit program to facilitate the creation of alternative sources of income and poverty reduction within the communities. Three years later in 2005, the program was cancelled indefinitely due to low repayment rates. The following study attempts to identify and analyze what problems occurred within the microcredit program that led to the project’s eventual failure.
