The researcher will utilize her practicum site at Salvation Farms, a small nonprofit in northern Vermont, as a case study to observe the extent to which this organization utilizes systems thinking and how current evaluation metrics can be improved to more effectively inform and involve the community. From farmers’ market booths to kitchen tables, demand for locally-produced foods has increased significantly over the last decade. Yet, despite increasing popularity of local foods, theoretically-based research of this topic has just begun.

This study fills this gap in literature and broadens the current research base by utilizing Value-Attitude-Behavior Theory to explore local foods purchasing in the farmers’ market channel. It is recommended that the City of Guadalupe prepare and implement a small-scale business expansion and retention program using existing service providers in the area. This type of program model seems to hold the most potential for Guadalupe. A mixed-methods approach including in-depth cases studies of existing economic development programs and an analysis of opportunities and constraints in Guadalupe informs a set recommendations for future economic development in the City.
