Modern corporate governance scholars often extol an activist role by institutional investors in directing corporate activity. Widely viewed as a solution to the collective action problems that inhibit such activism by individual investors, institutional investors are praised for adding value to corporations through their participation in the decision making process. The ouster of Joseph Antonini as Chief Executive Officer of Kmart Corporation in 1995 might be taken as a vindication of this view, because substantial evidence indicates that institutional investors played a crucial role in influencing Kmart's board of directors to remove him. The Marginal Cost Of Funds With Nonseparable Public Spending, Shaghil Ahmed, Dean D. Croushore

This article provides new calculations of the welfare effects of fiscal changes when the publicly provided good is nonseparable in utility and production so that it affects economic agents' marginal decisions. The authors' results show that these nonseparabilities significantly alter the marginal cost of funds (MCF) that previous studies have calculated. The authors also report estimates of the nonseparable marginal benefits (NSMB) associated with aggregate government purchases. The net marginal cost offunds (NMCF ), which is equal to MCF - NSMB, is in general positive over a wide range of parameter values that encompass empirically relevant specifications. Sexual Harassment: The Effects Of Gender And Attitude On Perceptions And Consequences Of Sexual Harassment, Barbara Cupit

Ninety-one individuals (52 males) and (39 females) read 13 scenarios depicting various sexual harassment incidents. Participants were asked to determine the seriousness of the harassment in each scenario, choose the type of grievance procedure they would prefer, and then rate how likely they would recommend each consequence in regards.to the harassment. Participants were also asked to complete a Sexual Harassment Attitude Questionnaire that measured "tolerance" towards sexual harassment. Potential differences between male and female perceptions and attitudes were examined. Results yielded significant differences between males and females with men exhibiting significantly more tolerant attitudes than did women towards sexual harassment. …

How Charitable Organizations Influence Federal Tax Policy: "Rent-Seeking" Charities Or Virtuous Politicians?, Nancy J. Knauer

Tax-exempt charitable organizations exert considerable influence over Congress, the Department of the Treasury, and the Internal Revenue Service in matters dealing with exemption from federal income tax and the tax deductibility of charitable contributions. This Article uses both public choice and public interest analysis to help identify various features of the charitable community and explain how exempt organizations weild political influence despite the restrictions placed on their activities under the tax code. Arguing that the influence of charitable organizations over tax policy can be explained from either a public choice or public interest vantage point, the Article concluds that the …

My assignment in this year's series on "Moral Values: The Challenge of the Twenty-First Century" is to talk about moral values in a free society and the challenge for business leaders in the twenty-first century. My perspective on this topic is as a philosopher and educator. I also speak as a consultant who has developed corporate programs on ethics and leadership, primarily in the financial services industry. The focus of my presentation is on the issues that need to be addressed in order to educate the next generation of leaders.
