The review of the Recreational Marron Fishery is now complete and I would like to thank all members of the RFAC Recreational Freshwater Fisheries Stakeholder Sub-Committee (RFFSS) for their efforts in what has been a challenging task. I would also like to thank those members of the community who made submissions on the draft discussion paper. After careful consideration of the Recreational Freshwater Fisheries Stakeholder Sub-Committee’s recommendations and the wide range of issues raised in submissions, I have made my decisions in respect to the future management arrangements for recreational marron fishing.

The Department of Fisheries has prepared this discussion paper to outline the position and needs of the emerging industry and the proposed management arrangements and policies in place. Therefore, the key objectives of this document are to outline and develop: The key information about live rock, sand and coral aquaculture that is relevant to the development of an industry in WA; and A draft policy for the management of live rock, sand and coral aquaculture, on both onshore and offshore licence sites.

The FRMA was implemented on 1 October 1995 following widespread public consultation and support from both Houses of Parliament. The Act implemented a number of significant changes to public administration and made certain advances in many areas (e.g. a public register of authorisations). In the ten years of its operation, the FRMA has demonstrated many strengths, however, experience and changes in policy direction have highlighted certain aspects of fisheries management and law that deserve attention and possible amendment.

The ‘Wetline Review’ was established to implement an effective management framework for the commercial scalefish sector. It must be stressed at the outset that this review is focussed on the take of scalefish by the commercial sector. The levels of use between the various user groups in the Gascoyne region will be examined under the new IFM initiative.

Quota management systems are now in place for the New Zealand, Tasmanian and South Australian rock lobster fisheries. New Zealand was the first to move to QMS (1989), followed by the Southern Zone of South Australia (1993), Tasmania (1998) and Northern Zone South Australia (2001). As part of a review of the system of management used for the West Coast Rock Lobster Fishery, a West Australian delegation visited New Zealand, Tasmania and South Australia in 2004 to learn more about the management systems in place for their respective rock lobster fisheries.

This report is on work-in-progress and is based on the research and data collection undertaken in the first two phases of the project. These two phases focused on the audit of available secondary data and collection of primary data that were used in preparing the profiles of the 17 communities included in the study. A further analysis of the interview transcripts on the views of other stakeholders will be undertaken. A telephone survey focusing on measuring social capital and cohesion in the 17 communities has also been undertaken and is currently being analysed.
